We are looking for a Senior Advisor: Monitoring and Evaluation to join Frontline AIDS and our consortium partners in our efforts to research the effectiveness and acceptability of underused Hepatitis C prevention innovations with people who use drugs in community and prison harm reduction settings in three Lower MiddleIncome Countries (Egypt, Kyrgyzstan and Nigeria).

Key Responsibilities

Monitoring and Evaluation Strategy

Responsible for developing and implementing the monitoring and evaluation plan for the project based on the logframe Responsible for development of country specific scalability frameworks (developing pathways for the interventions to scale up), including supporting theory of change workshops with consortium members and coordinating with other UNITAID grantees Support and advise on monitoring of the programme’s communications strategy. Keep up to date with innovative approaches to M&E and bring these into the project where relevant.

Implementation

Work closely with the Lead: Research and our research partners to ensure data collection for the programme meets both monitoring and research requirements, and is aligned across

countries and with other UNITAID grantees.

Work closely with the Frontline AIDS MEL team to develop the data collection and reporting templates in DHIS2 and support partners in piloting and using it.

Advise, support and train partners in implementation of the M&E plan. This includes a particular focus on the use of advocacy logs / change reports to document progress towards country theory of change and scalability frameworks.

Develop and implement data quality assurance processes (with a special focus on data safety)

Use of Data and Learning

Conduct analysis of quantitative and qualitative data generated by project, and support in-country partners to do the same.

Ensure data is available to inform programme learning in real time, including working with partners to produce reports, visualisations and analysis.

Support the Lead: Programmes to fulfil the reporting requirements for donors. Support the implementation of any evaluations commissioned by UNITAID.
