About the PositionThis is an exciting and demanding role for an outstanding individual with experience in managing and implementing development programs with a focus on child domestic workers’ rights, safer migration and/or anti-human trafficking programming.
The Program Officer is responsible for setting-up the project, managing awards to local partners, monitoring partners’ work for program quality and impact, conducting site visits, reviewing results of project progress, and convening meetings and events for partners, government officials, and other stakeholders.
The Program Officer will be an employee of the Freedom Fund’s Addis Ababa office and will be provided workspace to successfully carry out the deliverables listed below.
Responsibilities
Leadership and Operations Management
Assist in the delivery of the Freedom Fund program strategy in Ethiopia ensuring quality, impact and compliance of the US government funded Program to End Modern Slavery.
Represent the Freedom Fund and its work in Ethiopia, working closely with frontline organizations, local officials, and other key stakeholders.
Maintain strong relationships with local authorities, relevant ministries, frontline organizations and civil society actors, multilateral organizations and any other relevant key stakeholders.
Contribute to the strategic planning for next stages of program development, as needed.
Program Management
Assist in overseeing program quality in country; ensuring quality execution of the Freedom Fund’s program.
Support the coordination of program-level research and evaluation and conduct regular program site visits of grant recipients.
Oversee the monitoring, evaluation and reporting of partners’ interventions in accordance with project proposals, logical frameworks and policies and requirements.
Where needed, work closely with head office staff, Ethiopia office staff, and consultants to ensure implementing partners have sound programming, financial, and control systems in place.
This should include strong project design and thoughtful interventions that stand rigorous scrutiny; adequate budgets that are proportionate to goals and targets; detailed implementation plans and sound monitoring, evaluation, and learning (MEL) systems which allow for tracking progress and understanding impact.
Identify and manage risks associated with his/her portfolio and escalate as per the Freedom Fund’s systems and policies with support from the Country Representative.
Troubleshoot where necessary and monitor partner engagement with technical consultants so that critical timelines are met.
Provide systematic and structured partner reviews and monitoring practices that use the grant agreement as a reference point.
Review and ensure partners submit accurate impact data and narrative reports that capture results.
Highlight problem areas as early as possible and consult the Country Representative as may be needed.
Assist in the development and facilitation of a community of practice of implementing partners.
Coordinate and organize engagement of implementing partners with relevant policy makers.
Contribute to the understanding of Ethiopia’s child domestic worker, safer migration and/or anti-slavery legislative framework, provide information on existing program efforts in country, and advise the Freedom Fund program strategy accordingly.
Assist in identifying, vetting, managing relationships, and coordinating work across the program with new and existing partners.
Coordination and Representation
Coordinate various meetings for a diverse range of stakeholders, including grant recipients, government stakeholders, and other service providers.
Assist in coordinating logistics and
provide support for program site visits with the Freedom Fund’s representatives and other donors.
Communicate progress, challenges, and lessons learned related to program deliverables with members of the Freedom Fund team on a regular basis.
Cooperate with other members of the Freedom Fund in other countries and headquarters, as needed.
Promote healthy team communication.
Within the scope of the grant portfolio, and with support from the Country Representative, contribute to maintain visibility and profile of issues related to child domestic workers and safer migration to the Freedom Fund and its partners in Ethiopia.
Job Requirements
Qualification and Experience
The Freedom Fund seeks an energetic, thoughtful and committed Program Officer.
The successful candidate will have experience working with child domestic workers and/or migrant workers/returnees and/or marginalized communities and a track record of implementing development programs with a strong monitoring and evaluation background.
Essential
5-7 years of experience in project management/coordination and community development in Ethiopia.
Knowledge and experience of managing child domestic workers, safer migration and/or anti-human trafficking programs.
Experience in other key areas such as workers’ rights, economic empowerment and mental health an asset.
Experience in engaging with a range of stakeholders and coordinating with government stakeholders.
Experience in financial management (forecasting, budget and financial report review)
Experience in monitoring and evaluation of local partners and programs, including data collection, data management, and financial monitoring.
Grant management experience on behalf of international organisations to local civil society organizations.
Fluent in Amharic and English.
High proficiency with Microsoft Office tools (especially Word and Excel)
Desirable
Experience of USAID and US Department of state grants.
Knowledge of migrant worker experiences and rights.
Experience of conducting due diligence assesments, financial reviews and organisational capacity assessments.
Knowledge of TVETs and other job training institutions within Ethiopia.
