Summary

  • The Freedom Fund has been working in Ethiopia since 2015, focusing its work on generating improved understanding and practices of safer migration, providing socio-economic support to those most likely to migrate, reintegrating victims of trafficking, promoting learning and good practices among civil society, and strengthening governance structures and systems to improve labour migration governance.

  • By 2019, the Ethiopia program had impacted over 128,000 survivors of trafficking and vulnerable women and girls through its hotspot work.

  • Over the past few months, Ethiopia has seen an increased number of migrant workers returning from the Middle East as a result of the covid pandemic.

  • In response to the situation, the Freedom Fund is now about to start supporting the repatriation of Ethiopian returnee migrant workers from the Middle East, specifically from Lebanon, through its ‘Bete project’.

  • We are now recruiting for a Case Worker who will work alongside a Senior Project Officer to support the successful reintegration of at least 300 women and children from Lebanon, through a partnership model with civil society organisations and relevant government offices in Ethiopia.

  • The successful candidate will have expertise and experience in mental health, case management of trafficking survivors (or other types of rehabilitation and reintegration, preferably women and children) and project management in Ethiopia.

    About the Position

  • This is an exciting and demanding role for an outstanding individual committed to supporting the successful reintegration of returnee migrant workers (adults and children), including survivors of trafficking.

  • The case worker will work closely with project partners in Addis Ababa and Amhara, as well as with local government officials, to ensure that returnees are provided with the best standard of care and given the best chance to sustainably and successfully reintegrate in Ethiopia.

  • The primary function of the case worker role is to ensure that returnees are provided with the relevant services and support along their reintegration journey, in a timeline and quality manner.

  • S/he will be responsible for ensuring the quality of partners’ reintegration work including by providing support for the screening of returnees, developing relevant tools for effective case management, working closely with the shelter(s) and other partners delivering the reintegration model, providing training and technical support as relevant and taking other steps as necessary. The Case Worker will operate as a link between local partners and the Freedom Fund, as well as with government offices and technical assistance providers.

  • The Case Worker will be an employee of the Freedom Fund’s Addis Ababa office, hired on a 12-month fixed term and full-time contract. S/he will report to the Ethiopia Bete Senior Project Officer.

    Primary Responsibilities of the Case Worker:

  • Ensure that every woman and child repatriated is adequately supported, upholding their rights and supporting their recovery and long-term reintegration

  • Work with the shelter partner to conduct a needs’ assessment of all returnees and start rolling out a reintegration support package.

  • Support all project partners with the provision of effective, efficient and quality psycho-social support and other reintegration support for children and women throughout their reintegration journey.

  • Closely monitor the management of cases to ensure that they are moving forward along the reintegration pathways and provide support to address challenges as appropriate.

  • Conduct regular visits and work with partners to ensure that quality services are being provided to all, with specific provisions for survivors of trafficking.

    Support coordination and strengthen systems and performance

  • Ensure partners provide quality of care for all returnees (adults and children) in line with government standards and best practices; the case worker will work closely with a
    consultant and the Program Officer to address any gaps in the existing systems of partners

  • Ensure partners have system in place to guarantee confidentiality of personal information, child protection and safeguarding of returnees.

  • Work closely with the consultant and the Program Officer to ensure that partners have sound case management system in place.

  • Ensure optimal cooperation with government services in charge of providing services to women and children returning to their communities as per their entitlements.

    Secondary Responsibilities

    Program management and learning

  • Collate anonymised case and other data across the project work to support learning and advocacy effort as relevant.

  • Work closely with the Program Officer to ensure partners have monitoring indicators in place to track reintegration progress and monitor partners’ performance as per the Freedom Fund and donor’s guidelines

  • Support the Program Officer as needed to capture and adequately share learning with relevant stakeholders in Ethiopia and within the Freedom Fund.

    Job Requirements

  • The Freedom Fund seeks an energetic, thoughtful and committed Case Worker.

  • The successful candidate will have experience in providing and/or coordinating individual support to vulnerable women and/or survivors of trafficking, as well as children.

    Essential

  • 5-7 years of experience in social work with individuals, especially women and children, who are vulnerable to, or have survived exploitation and abuse.

  • Knowledge and experience of working with returnee migrant workers and children and/or survivors of trafficking. Experience in other
  • key areas such as workers’ rights, economic empowerment, psycho-social support and mental health is an asset.

  • Experience in engaging with a range of stakeholders and coordinating with government stakeholders.

  • Experience in monitoring and evaluation of local partners and programs, including data collection, data management, and financial monitoring.

  • Fluent in Amharic and English.

  • High proficiency with Microsoft Office tools (especially Word and Excel)

    Desirable

  • Knowledge of migrant worker experiences and rights.

  • Knowledge on trauma informed care
