Background and Context

Forum Syd is a civil society member organization that works with development issues from a rights-based perspective. Our vision is “a just and sustainable world where all people have the power to effect change”.

We work with advocacy and capacity development of partner organizations around the world, on issues relating to democracy and human rights. Forum Syd was founded in 1995 and is the largest civil society platform in Sweden with about 140 member organizations. We mediate grants from Swedish International Development Agency (Sida) to Swedish organizations cooperating with local partners in 70 countries. We have offices in Sweden, Lithuania, Cambodia, Colombia, Kenya, Somalia and Liberia.

Purpose

The purpose of the consultancy is to support and lead Hub ESA and its stakeholders in a strategically grounded, consultative and participatory planning process, to include extensive consultations with staff and board at Hub ESA in developing a new strategic plan for the hub.

The substantive outcome will be a five-year strategic plan for the period 2019-2024 in line with Forum Syd’s overall strategies.

Roles and Responsibilities

The management at Hub ESA will be responsible for:

Development of the Terms of Reference (ToR)
Selecting, contracting and managing the Consultant

Facilitating the consultant to do his/her work effectively

Actively engaging with the Consultant during the assessment

Identifying stakeholders and relevant documents as needed

The Consultant will be responsible for:

Preparation of a work plan and an appropriate Assessment Framework

Actively engaging with staff, Board members and other stakeholders through the use of participatory processes

Regular progress reporting to the Hub management

Production of deliverables in accordance with the requirements and timeframes of the Terms of Reference.

Qualification and Experiences

At least a postgraduate degree in a technical field relevant to social science or relevant area.

Minimum 10 years of experience in strategic and organisational development, of which at least 5 relating to working with INGOs

Excellent

knowledge and understanding of socio-economic and political context of the hub ESA operational areas.

Excellent communication and writing skills in English.

Excellent research, analytical and communication skills, both oral and written

Understanding of shrinking civic space in the Eastern and Southern Africa region

Good understanding of development perspectives.

The ideal consulting firm/Consultant will have knowledge of and/or proven expertise in:

Participatory approaches in conducting assessments and facilitating strategic planning processes

Familiarity with the Theory of Change approach and result framework matrix

Experience in leading strategic planning processes and good group facilitation skills

Experience in working strategic plans for Civil Society Organization

Technical proposal, comprising proposed methodology and work plan; on how they will approach and complete the assignment.
Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
Scope of Price Proposal

The price offer should indicate all fees and costs where the payments have to be linked to deliverables. The total sum amount must be all-inclusive, indicating:

Consultancy fees.

Travel costs within the Country.

Any other costs.
