Job DescriptionDeveloping a Detailed Methodology and Plan for Research into Barriers and Gaps Related to Women and Girls’ Rights to Land Inheritance in Ethiopia
1. IntroductionThe Forum of Federations is an international learning organization, based in Canada, working on federal and devolved governance across the globe. The Forum has been legally established in Ethiopia since 2008 as an international organization.
Strengthening Federal Governance and Pluralism in Ethiopia is a five-year Project Funded by Global Affairs Canada (GAC) to be implemented with various Ethiopian partners, led by the House of Federation.
The Project addresses weaknesses in Ethiopia’s federal governance with the ultimate outcome of a strengthened and more responsive federal system for Ethiopian men and women.
One of the intermediate outcomes of the project is increased understanding of the constitution by state actors and Ethiopian men and women regarding their rights, and avenues of recourse, which will be achieved through increased capacity of key actors to properly interpret and facilitate judicial and administrative recourse for constitutional rights, with major focus on rights issues affecting women and girls.
Under this key result area, among others, the project has identified three priority issues affecting women and girl’s rights in Ethiopia and now plans to conduct a research into the issue of land inheritance.
Prior to conducting the research, however, having a clear Terms of Reference (TOR) is paramount for conducting an effective study and eventual stakeholder dialogue.
Therefore, the Forum would like to hire an experienced consultant who will assist its project team in writing ToR for one of the identified issues.
The resultant research will then be used
as basis for stakeholder dialogue to identify their strategies for solving the gaps and barriers identified in the research.
2. Objectives of the AssignmentThe objective of this assignment is to develop a full-fledged TOR for a study and stakeholder dialogue.
3. Tasks and deliverable'sWith Forum staff and partners, develop a study methodology and plan as well as a preliminary approach to stakeholder dialogue. This should include without limit to:
Scoping (clear delineation) of the study.
Define objective of the research and propose a series of key research questions.
Demarcate & quantify respondents (people, institutions etc) to be consulted for the research.
Research stages and methodologies.
Detailed plan for each methodology, indicating information and data to be collected, sources.
Process for developing a mutually acceptable paper (format, length, topics, style etc.)
Estimate level of efforts (# of days, persons involved) with due consideration for VFM for actual completion of all research and dialogue processes.
Job Requirements
Qualification & Experience required
Demonstrated experience in design and conducting field research for public policy purposes
High level of knowledge of gender equality issues and dynamics in Ethiopia
Knowledge of women and girls’ land inheritance issues in Ethiopia a major asset.
Knowledge and understanding on Ethiopian constitution
Relevant professional or post-graduate qualifications in law gender, governance, human rights (PhD preferred but not required) Sound knowledge and applications of feminist research principles.
