First Consult Plc Terms of Reference (ToR) - SME Lending E-Learning Platform Development Jobs in Ethiopia
ObjectiveThe objective of the assignment is to develop Web-based SME lending e-learning platform for financial institutions (MFIs and Banks) to ensure sustainable and efficient financial services to SMEs.
The e-learning portal aims to ensure sustainable skills and knowledge transfer and promote SME lending best practices to a large number of MFIs/Banks staff.
Specific Tasks
Produce prototype and inception report with detailed time framed work plan for approval,
Develop the e-learning platform preferably based on WordPress or a similar open source software.
The platform should consists:
User-friendly interface to be accessed by Personal Computers and Mobile Devices.
Home page which will provide a general information about the course, Register and Sign in Pages, Modules Menu, Discussion Menu, Dashboard Menu, Profile Menu, Account Menu, Sing Out Menu and other similar features;
“Self – registration”- function with conformation by the platform administrator via emails; screening quizzes for applicants to be enrolled in the course. Enables the trainees to sign in with their Facebook, Gmail, or LinkedIn accounts or their official email addresses which they provided at the time of registration.
‘’Self-monitoring and management system’’- trainees must complete pre and post course assessment and scored to evaluate the impact of the course; not allowed to jump forward without completing sessions in previous modules; and quizzes must be completed and scored at the end of each module. At the end, the total score of the course will be evaluated to testify a student is eligible or not to take the course certificate.

Produce and present web-portal/platform demo to EP team for feedbacks and provisional approval
Link the e-leaning web-portal site with other social media platforms of its own such as Facebook and You Tube.
Advice and work closely with the subject matter experts/consultants to produce compatible e-learning continents for the e-learning platform.
Host/migrate e-learning toolkits encompassing at least 17 modules (10 for Banks, and 7 for MFIs) integrated with multimedia such as videos with scripts, audio over slides, trainer’s guide, handouts, discussion points, case studies, excel- based tool, exercises, learning games and so on;
Present the complete e-learning platform for testing and final approval,
Produce self-explanatory User’s Guide in PDF and of a Video tutorial explaining how to use the platform;
Provide training for staff to perform content upload, system maintenance and administration.
All the necessary plugin purchases will be done by EP in consultation with the expert/consultant.
These requirements are flexible and there may be changes over time.
Working Agreements
The selected IT consultant/expert will closely work with the subject matter experts and EP team.
Intellectual Property Right will strictly be controlled under regular state law for IPR protection.
The consultant/expert will sign separate non-discloser agreement with EP considering data/information sensitivity if needed.

A Senior-Level consultant/expert of IT and Software engineering management capability of the following experience:
Minimum of 10 years relevant experience in IT & software development.
Highly specialized in e-learning platform development and web programming languages (web-designing).
Have a broad knowledge of current web development technologies and design tools in the field, and new software and other and programs including use of HTML, XHTML, CSS, XML, XSLT, Macromedia Flash, Java;
Demonstrate the ability to create innovative, visually appealing design and multimedia development for website;
Demonstrated experience in website development using WordPress, Angular, Drupal or similar open source software;
Knowledge of relevant software development life cycle in general and particularly e-learning system and content development
Competencies required include
Fluent in spoken and written English
Excellent writing and presentation skills
Excellent working guides and tools developing skills
Ability to work under pressure and meet tight deadlines
