Finn Church Aid Consultant Jobs in South Sudan

FCA is looking for a consultant to conduct a Country Programme evaluation of South Sudan Country Programme.

The evaluation shall focus on the programme period 2013-2017 and the following geographical areas: Jonglei State (Pibor, Gumuruk and Fangak Counties), Lakes State (Awerial County), Central Equatoria State (Juba), Western Equatorial State (Mundri County).

The evaluation covers FCA’s three programmatic goals/thematic areas (R2P, R2L and R2QE) as well as the country programme’s main partnerships.

The evaluation will cover FCA intervention’s approaches of supporting civil society organizations and working with the government in South Sudan, and the following modalities:

Humanitarian aid

Development

Advocacy

Skills and qualifications required include, but may not be restricted to:

At least 8 years’ experience demonstrated with references of at least 3 relevant evaluations in conducting impact evaluations at programmatic level as sole evaluator or team leader;

Demonstrable ability and experience of working with communities in the field;

Experience and skills in participatory evaluation methodologies;

Strong experience in dealing with several different stakeholders (LNGOs, INGOs, UN agencies, Local Authorities, Funding Agencies, etc.);

Experience of working in East Africa especially in humanitarian and post/active conflict zones;

Proven knowledge of the context of South Sudan (preferably work experience in the Country);

Deep understanding of current topics in development policy (e.g. theory of change) and human rights-based approach;

Understanding of linking relief, rehabilitation and development (LRRD) and principles of humanitarian aid;

Understanding of peace, education and livelihoods work as well as advocacy work in fragile contexts;

Fluency in spoken and written English. The consultant must be able to conduct interviews in Arabic, Dinka and Murle, either himself or with the help of a translator.
