FCA has been active in South Sudan since 2010 where it has implemented - right to education, right to peace and right to livelihood interventions, directly and together with its National Partners in the remote and deprived areas of the country.

FCA is looking for an experienced Area Manager to lead the FCA programme implemented in Fangak County, Jonglei State and Panykan County in Upper Nile State (Panykan operation currently takes place in Malakal). The position is based in New Fangak, Jongeli State.

The Area Manager will be in charge of coordinating the implementation of the project activities. In particular her/his main tasks and responsibilities will:

Leads FCA program implementation in Fangak and Panykang Counties (Panykang operation currently takes place in Malakal)

Coordinates in Fangak and between Fangak and Juba, with respective clusters and all other local and international actors, implementing partners, ensuring the implementation of the grant agreements signed with the National Partner(s) stating accomplishment of tasks, and adherence to roles and responsibilities of both parties; Manages the day to day relationship with the local partner in compliance with the grant agreements

Reviews the National Partner’s the narrative, financial and Experts’ reports before sending them to the donor

Security and Coordination. The Area Manager will attend coordination meetings with clusters and INGOs respectively and, define security rules for project staff (local and expat) Country Office Security Team and cluster Security Advises

Ensure/oversees detailed and timely planning, monitoring and reporting of project activities according to donor guidelines together with the respective team members; and monitor project progress against indicators

Supervise financial management for the projects including budget management, funds requests, spending forecasts, cash security, approvals for spending, and proper reporting

Supervise logistics for the project, including procurement, warehousing, asset lists, and flights, in coordination with the CO’s Logistics Department

Oversees and supports coordination of administrative and financial matters related to activities with the team in Juba

Manages the operations addressing any controversial issue that may arise during the implementation of the programme

Represents FCA in all matters regarding donors and manages donor relations around the project in cooperation with the Country Manager and Head of Programme including undertaking discussions and negotiations with donors

Undertakes frequent monitoring and evaluation visits to the project locations(payams, bomas, or schools). Report on any unmet needs and gaps and take corrective action upon them

Ensures that all donor guidelines and regulations are adhered to

Ensures capacity building, coaching and mentoring of partners and team members

Contributes in developing new and the follow up proposal/s

Complies with Code of Conduct, FCA policies and practice with respect to Child Safe Guarding and other relevant policies and guidelines.

Competence and Personal Requirements:

The ideal candidate holds a university degree in development studies or related field, or equivalent work experience in the same field

Minimum 3 years demonstrated experience in project management at senior level, of which at least one successful assignment in a hardship emergency context

Experience in managing ECHO, CFGB, and SSHF projects, and cash based programmes is an asset;

Significant experience in education, child protection, public awareness, humanitarian affairs, and human rights

Detailed knowledge and understanding of right-based-approach and international child protection standards

Past experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, needs assessments, DRR or other related area

Good computer skills (including design of simple data base)Perfect Command of spoken and written English

Experience in the region of potential assignment is preferable
