Position DescriptionThe Team Lead heads the Program Management Team, which may include (but may not be limited to), the Deputy Team Lead, Senior Operational Manager (including Finance), and Senior M&E lead. The Management Team is responsible for developing and managing the workplan; developing the interventions in collaboration with relevant stakeholders in the regions/districts; managing and ensuring technical delivery; managing and ensuring appropriate monitoring and reporting and feedback loops into the program; responsible for managing relationships in the different districts and or school communities; ensuring appropriate communications and knowledge management both internally within the project and with external stakeholders.
Responsibilities
The Team Lead (TL) is the overall lead for the program responsible for overseeing the delivery of interventions, management of staff, ensuring a strong working relationship between the lead Investor/provider and the subs, ensuring appropriate performance management andongoing management to deliver the program, with support from the Deputy Team Lead.

The Team Lead is the key focal point for MOE. Team Leader to provide technical leadership, administrative oversight, and overall coordination of the activity, to manage staff, to ensure the Ghana Education Outcomes Funding (EOF) meets stated goals and reporting requirements, and to ensure the quality, timeliness, and efficiency of all products
and activities generated under GALOP.
S/he must be a recognized expert in education development and programing.
Qualifications
Minimum of a Bachelor's degree or higher in Education, Economics, Public Policy, International Development, or related field from an accredited university; Ph.D. or Ed.D. is highly preferred.
Minimum 8 years of experience in similar education intervention activities, and experience managing complex international donor-funded development activities in challenging environments; at least 10 years of experience preferred.
Relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program.
Demonstrated leadership, effective organizational development, partnership-building, managerial, teambuilding and communication skills.
Demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area
Proven ability to coordinate with government stakeholders, as well as non-governmental organizations.
Demonstrated knowledge of regulations, policies, and procedures as they relate to project and program compliance and reporting.
Experience developing literacy and numeracy instructional programs is required.
Experience designing and managing education programs is desired.
Experience working in West Africa is highly desired.
Fluency in English; Excellent written and oral communication skills in English are required.
