The Technical Officer will be responsible for providing leadership, technical oversight, and strategic direction for HIV counselling and testing services and QA/QI to ensure achievement of project HTS targets while ascertaining quality of the program. The candidate will provide mentorship, coaching and regular updates to HTS providers, mentor’s HTS providers with a goal of increasing access to HTS services.

He/She will be responsible for working closely with the project HTS STO, technical team and service providers to ensure that the quality of care is sustained across the program as defined by the MOH quality standards.

Responsibilities

  • Provide strategic direction in HIV counselling and Testing services in the project supported counties, in liaison with the STO HTS and technical team leadership
  • Ensure implementation of strategies for ensuring HTS services take place as per latest national and international guidance with effective linkage (within two (2) weeks of knowing their status) to appropriate post-test services for the general population and vulnerable groups are facilitated as per project plan With guidance and support from STO HTS, prepare and implement annual, quarterly and monthly HTS activity work plans Monitor implementation and progress of provision of quality HTS at all entry points in the facility and index client testing, identification of HIV+ clients, linkage to care, in line with the projects targets in the regions assigned.
  • Develop and ensure implementation of innovative strategies for provision of targeted integrated community HTC and scaling up HTC coverage e.g. self-testing, innovative strategies for identification of HIV positive individuals, scale up of partner notification services etc.
  • Ensure achievement of targets for HTS across all sites. Responsible for allocating targets to facilities in region of coverage and tracking performance to enable surpassing program HTS, identification and new ART enrolment(linkage) targets.
  • Together with the STO HTS, determine resources required to facilitate effective HTS at facility and community level including counselors, RTKs, tools working
    with the relevant departments Working with county lab teams, ensure RTK reports are done correctly and RTKs are availed in sites on a timely and consistent basis.
  • Ensure full implementation of Quality management standards in HTC including ensuring participation in national proficiency testing, refresher trainings and mentorship and supervision of the counselors.
  • In collaboration with STO HTS, ensure the data collection and utilization is carried out by the HTC providers and respective facilities.
  • Offer technical support in the planning and implementation of nationally driven HTS and linkage initiatives such as RRI’s geared towards increasing testing, identification and linkage of PLWHA’s, adolescents and paediatrics.

  • Willingness to assume a range of unanticipated tasks and work flexible hours, including some weekends.

    Minimum Requirements Standards:

  • Masters’ degree in related field with 3-5 years of relevant years of experience or
  • Bachelors’ degree in a medical or social science field with 5-7 relevant years of experience or Diploma or Higher Diploma in a medical or social science field with 7-9 relevant years of experience.
  • Over 5 years’ experience implementing HIV programs and specifically HTS in facility and/or community settings with at least 2 years in supervisory role.
  • Knowledge of Kenya’s and PEPFAR’s HIV policies and priorities.
  • Experience working with county health management teams to implement programs.
  • Excellent computer skills in MS Office Suite.
