Summary / Responsibilities:Lead the design and implementation of the project’s monitoring and evaluation activities, including: development of the project’s Performance Monitoring, Evaluation, Research and Learning (MERL)
Plan development and monitoring of project indicators; implementation of baseline, midterm and end line studies; oversight of data collection and analysis; synthesis of data and study outcome reports; quality assurance and auditing of data
Lead the design and implementation of the project’s research activities, including operations research, performance evaluations, impact evaluations and/or rapid/special studies. Lead efforts to identify key research questions and develop studies that test innovative strategies for addressing improving the quality and uptake of key services by targeted populations
Lead a robust learning agenda, designing and implementing mechanisms for continuous learning, collaboration, and adaptation for project staff, partners, donors, host country government counterparts and other stakeholders
Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders. Promote forums which facilitate collaboration, learning and action as a result of this information among these actors
Qualifications:
Master's Degree or higher in monitoring and evaluation, public health, international health, evaluation research, bio statistics, statistics, economics, or a related field required
10 – 15 years’ experience in international public health monitoring, evaluation and research efforts.
5+ of those years should include work in nutrition and integrated development
Strong quantitative and qualitative analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences
Demonstrated experience in implanting rigorous quantitative and qualitative research and evaluation studies to international ethical standards
Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, STATA, and SPSS) and experience training others in its use is highly desirable

Job Summary / Responsibilities:
Provide leadership to finance and operations aspects of the project, including general administrative processes, financial management, sub award management, accounting, and logistics
Ensure compliance of financial and operations systems with FHI 360 policies and procedures, USAID rules and regulation, award requirements, and Government of Uganda laws
Develop, analyze and monitor program budgets; monitor and track obligations and expenditures against budgets
Oversee and manage all sub award processes and grants programs under the project
Provide technical assistance to local partners on financial compliance and reporting
Manage project procurement processes
Review and approve recommendations for financial planning and control, providing relevant fiscal information to executive management team.
Advise senior
leadership regularly on financial and operations-related matters
Prepare and submit annual and quarterly financial and accrual reports to USAID
Manage and liaise with internal and external auditors in the review of project financial and administrative practices and records
Manage a finance and operations team in charge of budgeting, financial reporting, accounting, administration and procurement.
Qualifications:
Bachelors degree required or Master's Degree or higher preferred in accounting, finance, business administration or related field is required
12+ years of relevant experience in financial management, including 5 years overseeing the finance and operations of large and complex USAID-funded projects
Minimum of 5 years managing sub grants
Knowledge in generally-accepted accounting, budgeting and fiscal control principles
Relevant skills in automated accounting software systems and database spreadsheets
Experience building capacity in financial management of community-based organizations and implementing partners
Demonstrated ability to create and maintain effective working relations with NGO partners, community-based organizations and international donor agencies
Demonstrated leadership qualities, depth and breadth of financial management expertise
Strong interpersonal, writing and oral presentation skills in English
Ability to work independently and manage a high volume work flow
Relevant computer software skills and familiarity with accounting software (including, at a minimum, the standard applications in MS Office).

FHI 360 Deputy Chief of Party Jobs in Uganda

Job Summary / Responsibilities:
Support the COP in the overall management of the program
Facilitate the achievement of program objectives and targets with management and technical support
Review project deliverables for completeness, accuracy, and continuous quality improvement and meeting the targets.
Participate in the development of the project strategic and operational plans, and oversee the development and successful implementation of the service delivery annual work plans.
Together with the COP ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by USAID.
Develop program and financial management systems, policies, procedures and tools to design, implement, monitor, and improve program operations, and document/disseminate best practices and lessons learnt.
Work with the COP to develop and nurture positive coordination and collaboration with the partner organizations.
Leverage support from other government sectors for the Project’s work in collaboration with the COP
Meet regularly with USAID to share progress, accomplishments, and challenges in partnership with the COP.
Liaise regularly with USAID on the current and future strategic direction, and act on behalf of COP when delegated this authority.
Ensure financial and grants management compliance with FHI 360 and USAID rules and regulations.
Perform other duties as assigned.
Qualifications:
Bachelors degree required or an advanced degree preferred in health management, business administration, public health or related field, or equivalent experience
Minimum eight years’ experience with progressively increasing responsibility in designing, managing and implementing complex, large scale health programs involving multiple stakeholders and implementing partners
Depth and breadth of relevant experience in implementing comprehensive nutrition and integrated development programs
Demonstrated experience in program administration, financial oversight, award contractual compliance, and sub-award management
Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects
Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and donor organizations
Prior successful experience as a Deputy Chief of Party
