FHI 360 serves more than 60 countries. Currently, we are seeking suitably qualified candidates to fill in a Technical Director Position as listed below for its EpiC project in Tanzania.
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a 5 year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control.
The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.
In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.
Main Function:
Provide support to program management including development of annual field support workplans, ensuring smooth program implementation in the field, track performance against project timelines, budget, objectives, and deliverables.
Communicate regularly with USAID/Tanzania on COVID-19 related activities while looping in the EpiC Project Director
Serve as point of contact and interacting with regional colleagues and USAID/mission contacts (as required), using good judgment to monitor and address issues in a timely manner, and keeping senior project management apprised of activity progress.
Coordinate monthly calls with EpiC HQ, and quarterly review calls.
Provide support to the EpiC Project Director to respond to USAID mission requests on COVID issues
Elevate issues to Project Director as needed
Build capacity of field staff in subawards and other FHI 360 processes
Coordinate technical assistance in finance, M&E and technical issues as needed
Provide input to overall staffing structure and budgeting of staff, support hiring and orientation of field staff, support EpiC Project Director with HR issues including
performance issues, etc.
Recruit consultants following FHI 360 procedures, and oversee deliverables per consultancy agreements
Work with Finance Director and Finance Manager and country team on overall FS budget and budget monitoring
Draft and submit high quality program subawards (subcontracts, purchase orders, sub-award, consultant agreements, etc.) in a timely manner
Review and lead preparation of project deliverables (including reports, EMMPs, etc.) and documenting program activities and deliverables for COVID-19 portfolio
Respond to programmatic, financial, administrative, and logistics needs, and requirements as needed
Ensure compliance with FHI 360 procurement and financial reporting procedures and serving as a resource to field finance and administrative staff on procurement and payment procedures.
Maintain and update project tracking sheets for deliverables, contracts, and accruals, as well as maintaining relevant project files.
Position Requirements- Qualifications, Skills and Experience:
Bachelor's Degree (Masters preferred) or its international equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
10+ years or relevant experience with projects management principles and practices, cross- cultural communications; proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
5+ years of strategic leadership5 and/or line management experience
Effective knowledge of design, implementation, and management of multisector/ international development programs funded by US government or other donors.
Knowledge of various funding mechanisms, general contracting and reporting requirements.
Knowledge of donor planning and reporting systems.
Knowledge of business development processes and proposal development for NGOs.
Project Management (PM) Certification preferred.
Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
Must be able to read, write, and speak fluent English and Swahili
Prior team lead experience and supervisory experience required
Demonstrated analytical and problem -solving skills.
Ability to motivate, influence and work well with others
Solid operational and tactical decision maker with the ability to handle unforeseen issues.
Decisions and actions have minimal to moderate implications with costs and short-term goals of management and the operations of an area within the department.
Problems encountered are often minimal to moderate; narrowly defined and require basic approaches to resolve them
Highly proficient with MS Project, and the Microsoft suite of programs (Word, Excel, PowerPoint, Outlook, Visio).
