Position Purpose

  • OVC project officer is responsible to plan, implement supervise/monitor, report, and generally coordinate the overall effective implementation of the three FHE OVC projects in either of the South Gondar (Lay Gayint or Tach Gayint or Simada) districts.

  • Establish and maintains smooth working relationships with appropriate Governmental, non-Governmental, faith based and community-based organizations working in similar/related field at district, zonal and regional level.

  • He/she will report hierarchically to Lay Gayint or Tach Gayint or Simada Project Manager.

  • It is managerial position directly supervise Social worker and closely work with OVC Livelihood and gender development Officer.

    Essential Tasks and Responsibilities

    Planning, Coordination and implementation

  • Plan and implement OVC project activities in Lay Gayint or Tach Gayint or Simada district
    Coordinate, provide technical support and ensure effective implementation of FHE Lay Gayint or Tach Gayint or Simada district.


  • Ensure that all projects utilize their budget and resources according to their plan.
    Ensure the involvement of strong community volunteers in project activities for sustainability

  • Ensure timely provision of inputs to OVC (cash, school materials, tutorial service etc.)

  • Ensure all project households have been enrolled in health insurance system and fully covered.

  • Ensure that the OVC joined universities are attending their education

  • Ensure local partners including CCC, volunteers and association are well established and functioning to the expected standard.

  • Make sure that the overall OVC project activities are implemented as planned including livelihood and gender related activities.

  • Make sure that Gender dialogue group and VSLA are established and meeting/sessions underway as planned.

  • Coordinate and implement timely procurement and distribution of items to the project beneficiaries and partners.

    Capacity building and technical support

  • Organize/facilitate and conduct various trainings workshops, review meetings for staff and stakeholders.

  • Provide technical support to the staff and the direct and functional responsibilities

  • Give particular emphasis for OVC household economic development and provide adequate support to the livelihood related activities

  • Closely work with livelihood and gender development officer to manage gender and livelihoods related activities.

  • Organize training for GDG facilitators and social workers the Image box and GMF steps.
    Organize gender related trainings to teachers, SACCO leaders, OVC association on gender equity.

  • Take the leading role in facilitating timely implementation of gender and livelihood related activities.

    Monitoring, evaluation and reporting

  • Monitor/supervise/coach the staff under the direct supervision and functional responsibilities and make sure that they carry out their duties appropriately.

  • Prepare monthly, quarterly and annual physical reports and financial project plan of action.

  • Closely monitor and follow financial plan and utilization and make sure budget utilization is in accord with the plan.

  • Produce periodic reports as per the organizational, government and donor requirements, compile the reports, and submit to appropriate body timely.

  • Facilitate and take part in conducting field level needs assessment surveys, and other monitoring and evaluation tasks including government and external M&E.

  • Supervise livelihood & gender related activities.

  • Support social worker in follow to GDG session and filling QIVC.

  • Make sure that GDG session are running smoothly and effectively. If there are issues, take action together with staffs and government partners.

  • Conduct
    regular home based visit to project beneficiaries and ensure that transferred inputs are utilized properly and for the desired purpose.

    Partnership and networking

  • Establish and strengthen close working relations with core groups, steering committees, and make appropriate link with district, zone and regional stakeholders and partners and institutions for the betterment of the services

  • Closely work with women, children and youth affair office and start working in the area that ensures sustainability of the project through local resource mobilization

  • Make sure that Community care coalitions, volunteers and related associations working closely with FH and address basic need of OVC and their families.

    Safety and Security Responsibilities

  • Apply Compliance of Safety and Security principles and policies of the organization by all subordinates of his section.

  • Communicating with staffs in PESS operational areas periodically and making sure that all staff members under his jurisdiction are aware of the safety and security procedures.

    Gender Responsibilities

  • Publicly endorse FH is gender sensitive and inform the mandates of the Gender & Diversity groups, gender advisors, and gender focal Points.

  • Enforce the sexual harassment policy and on field visits, raise gender issues with staff, and spend time with Gender Focal Points.

    Job Requirements

    Education and Experience

  • Bsc. in Public Health or in Nursing or BA in Sociology/Education

  • Four years relevant experience in OVC projects preferably in a similar NGO Setting

  • Training in the area of HIV/AIDS management pertaining to OVC programming,

  • Sound experience in project management monitoring and evaluation is required.

  • Computer literacy required

  • Experience in livelihood and gender development is a plus.

  • Experience is financial management, journal preparation and cash flow management.

    Other Requirements

  • Training in the area of business development, entrepreneurship, program management focusing on livelihood improvement is an advantage.

  • Reasonable experience working on SACCO, and microfinance institutions is mandatory

  • Experience on gender related activities, programs or surveys also advantageous.

  • Project management and sound experience in monitoring and evaluation is required.

  • Strong people management skills / interpersonal skills with the ability to motivate teach and mentor staff and volunteers.

  • Comfortable and persuasive when speaking before both large and small groups.

  • Ability to interact positively with all levels of the organization and across organizational and cultural boundaries.

  • High integrity and a strong sense of professional ethics.

  • Demonstrated computer operating skills, including proficiency in Microsoft Office products

    Language Skills

  • Proficiency in spoken and written English
