Felowships and Grants for Innovative Projects

I have a 17 year old brother, who is very innovative in scientific projects. He has come up with an idea to make a fire extinguisher for wild fires like forest fires but has no support in making it a reality. He has other projects as well.

Is there a possibility that he can get grants to make them a reality to contribute to global development?

Can he get a full scholarship to a university where he can meet fellow innovative young people, to learn more and get exposed more so as to further his aspired career or put his ideas to use.

It s possible for him to get support mainly through fellowships that are annually given to young people and in that get way get to meet other innovative minds like his.

Rather, if his projects connect with a course he would like to take, search for a scholarship that can fund him.
