Duties and ResponsibilitiesUnder the direct supervision of the Clinical Service Directorate Director and Team leaders, theInfection Prevention & ControlAdvisortechnically assists, advise and support national Infection Prevention and Control (IPC) program implementation atMoH.
The Advisor is responsible for ensuring the implementation of IPC program at national level and regional level through strengtheningnmonitoring and evaluation system and supporting regions and Hospitals.
Play an active role in establishing national Healthcare Acquired Infections Surveillance system, IPC performance monitoring and improvement framework and also monitoring and evaluation activities including planning, quality data generation, analyzing data, writing periodic M&E reports, and contributing to national studies.
Support the preparation of weekly, monthly, quarterly, biannual, and annual progress reports to update the Clinical Service Directorate of MoH, the CDC and partners and all other stakeholders of key activities.
Works closely and in collaboration with the National Technical Working group in the development of IPC related guidelines, Protocols and tools.
The IPC ProgramAdvisor is responsible for the following specific activities:
Developing IPC related guidelines, Protocols, Tools, training manual/packages;
Developing IPC Quality Improvement change bundle/package and support theimplementation
Organizing capacity building IPC related training based on the gap assessments;
Organizing joint planning and review meetings, supportive supervisions and data quality assessments;
Providing technical support at all level including Health facilities
Collecting, compiling, analyzing and disseminating performance reports
Participating in program evaluation and other IPC related studies;
Accomplish other relevant assignments provided by the MoH Clinical Service Directorate.
Job Requirements
Educational Background and Work Experience
MD with MPH and Six years relevant work experience; OR Environmental Health /BSc in Nursing/HO with MPH/MSc
having Eight years’ work experience.
Experience in leading & coordinating IPC related programs &activities, emergency & outbreak management
Relevant knowledge and experience in capacity building (such as, facilitation skill, training, supportive supervision, mentoring, coaching).
Experience in data quality management and M & E science
Preferably experience working as a member of IPC Technical working groups.
Experience in development of national documents related Hospital system strengthening
Required Skills
Demonstrated capacity in
Organizing workshop, training, review meetings & seminar organization
Conducting supporting region, and hospitals in implementation of different system strengthening reforms &programs.
Ability to establish and maintain effective result-based working relationship with staff at national and regional levels and partner organizations.
Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
Ability to use additional statistical analysis.
Accountability
Both the Civil service and MoH Human Resource Development (HRD) rules and regulations will be applied to guide the day to day activities and performance of the advisor.
As new priorities emerge, the MoH may periodically revise this TOR for this position.
