Duties and ResponsibilitiesUnder the direct supervision of the HIV program team leader and disease prevention and control directorate director, the M&E advisor directs and coordinates Planning Monitoring and Evaluation activities of HIV Program Service at national and regional level.
The expert is responsible for ensuring information generation, dissemination, and use at national level and regional level through strengthening monitoring and evaluation system and supporting Transition regions and sub-regional levels.
Over all the incumbent play an active role in developing and implementing a monitoring and evaluation activities including analyzing data, writing periodic M&E reports, designing data recording and reporting tools, and contributing in national studies.
The M&E advisor is responsible for the following specific activities:
Developing M&E related guidelines, manuals and M&E framework documents;
Organizing capacity building M&E related training based on the gap assessments;
Actively engage in Organizing joint planning and review meetings of HIV activities especially for six transition regions (Tigray Afar, Somali, Dire Dawa, Harari and B/Shangul)
Participating in joint supportive supervisions(JSS)
Supporting Six transition regions in development of regional detail action plan,
Actively involves in multiple tasks of Regional Support Teams (RSTs ) including conducting regular RST meetings and reporting
Supports Transitions regions and HIV team in utilizing DATIM System on regular bases and provides Technical Assistance to enhance evidence based decision making
Follow and Ensure that timely submission of Quarterly/ Semi-Annual/ Annual Performance Report and HIV data is reported through DATIM
Supports six transition regions on timely collection ,cleaning and entry of PEPFAR Data/ MER indicators through DATIM
Supports overall M&E systems, including reporting and oversight, data quality assurance, data storage, and data access
Provide technical support to implement quarterly data quality assessment and providing feedbacks accordingly
Review quarterly Plan Vs KPI of transition regions (on : HIV Testing, Treatment,VL Testing..etc ) and provides feedback accordingly
Support HIV team in analyses and visualizations required reports for PEPFAR’s Quarterly/ Semi-Annual/ Annual data
Supports transition regions and other staff members in retrieving and using data from DHIS2
Regularly tracks financial utilization and reporting of transition regions
Prepares and ensure timely submission of performance monitoring reports
Participating in program evaluation and other HIV/AIDS related studies;
Providing technical assistance to Regions in the implementation, monitoring and evaluation of the HIV/AIDS program ;
Developing performance indicators and tools for HIV care and treatment services;
Closely works with Ministry of health planning, monitoring
and evaluation directorate (PMED) to strengthen quality, interpretation and utilization of HIV program data.
Job Requirements
Educational Background and Work Experience
MD with MSc in M&E and five years relevant work experience; OR BSc with MSc in
M & E with 7 years work experience in health Informatics or M& E.
Four or more years of direct work experience on monitoring and evaluation on HIV program DHIS2 at various levels, preferably at regional and national level.
Relevant experience with HIV\AIDS programs including DHIS2, PEPFAR Monitoring, Evaluation and Reporting (MER) and PEPFAR’s DATIM reporting systems
Experience in implementing nationally and globally M&E in HIV care and treatment strategies at regional and national levels.
Relevant knowledge and experience in monitoring and evaluation of HIV/AIDS program capacity building (such as, facilitation skill, training, supportive supervision, mentoring, coaching).
Demonstrated expertise in CDC/PEPFAR funded programs/ projects is desirable
Preferable work experience working as a member of HIV Technical working groups at national and regional.
Experience in development of national documents related to monitoring and evaluation of HIV/AIDS Programs
Required Skills
Demonstrated capacity in supporting region, zone and Woreda health offices and health facility staff in monitoring and evaluation of HIV program and services.
Demonstrated experience in data products, dashboards, visualizations of DHIS2 Software
Ability to establish and maintain effective result-based working relationship with staff at national and regional levels and partner organizations.
Computer literacy: Routine use MS-office applications, including Word, Excel and PowerPoint; and internet and email systems required.
Ability to use additional statistical analysis packages SPSS, Epi- Info.
Willingness to travel within the country/regions as needed
Accountability
Both the Civil service and MoH Human Resource Development (HRD) rules and regulations will be applied to guide the day to day activities and performance of the adviser.
As new priorities emerge, the MoH may periodically revise this TOR for this position.
