Key areas of responsibilities are:Will participate in preparing a detailed procurement plan/schedule in consultation with the project team
Initiate planned procurement activities as per the agreed schedule.
Prepare RFQs, bid documents ensuring they are adequately supported by the required specifications and ToRs for procurement of goods and services; and BOQs & Designs for Works and compile the documentation in accordance with Farm Africa’s Procurement policy and/or donor requirements.
Prepare Invitation for Bids (IFB) and arrange for the publications with the newspapers in accordance with Tendering procedures.
Preparation, co-ordination and implementation of consolidated annual procurement plans and ensure user departments adhere to it in line with approved budgets;
Provide logistical support for project activities; including transport for client visits,events such as workshops, meetings, etc.
Coordinate the receipt, opening and evaluation of quotations, tenders, or proposals for
goods, services or works;
Preparation and management of contracts in liaison with the Finance and Admin
Officer for its legality and ensure proper authorization in accordance with FA policies;
Ensuring user departments adhere to procurement plans in line with budgets;
Carrying out market surveys, monitor and evaluate performance of the supply chain function;
Ensuring sound partnerships with suppliers and clients;
Ensuring timely, efficient and effective procurement of goods, services and works, while strictly adhering to the procurement policy;
Establishing in liaison with the relevant departments and end-users, quality specifications of goods and services required by the project;
Carrying out designated checks on quality and security aspects of procurement;
Reviewing the supply chain to ensure it is efficient and effective;
Managing the disposal of obsolete and disposable items with authorization from the Finance and Admin Officer.
Secretary to the Bid Evaluation Committee; collate and present procurement documentation to the relevant Tender and Disposals Committees for adjudication and award;
Prepare supplier’s contracts and purchase orders and submit for approval;
Maintain files and records for all procurement processes, tenders, procurement evaluations, contracts, Purchase orders and all correspondences relating to theprocurements;
Submit procurement documents, contract and POs for payment processing;
Facilitate for insurance cover for assets and equipment for the project
Arrange for Specific Procurement Notices/RFQs to be sent to suppliers who are targeted to respond to specific Procurement Notice.
Preparing draft letters, preparing reports, developing monitoring formats; following up communications with contractors, consultants and suppliers.
Will assist in developing and maintaining database of preferred vendors/suppliers; and update suppliers’ contract performances
Will work closely the Country Office Procurement team in line with delegated duties and responsibilities.

Job Requirements
Education, Qualifications & other knowledge
Essential
Bachelors or postgraduate qualification in Procurement, Supply Chain Management/ Business Administration / Accounting / Marketing or a related field.
Good understanding of development programs
A sound understanding of administration procedures
Knowledge of gender and social inclusiveness
Desirable
Specialized training in procurement
Knowledge of procurement rules of major funding organizations (EU, USAID, the World Bank, DFID, etc)
Experience
Essential
Minimum of three years of procurement experience at the National or International level.
Demonstrable team experience
Proven professional integrity and all the necessary ethical behaviors in the implementation of the procurement assignments
Desirable
Relevant experience in NGOs or Humanitarian Agencies involving complex bidding of high value good and services, Consultancy and Works is desirable.

Strong interpersonal and communication skills
Very good English language skills (written and spoken)
