Background

Farm Africa drives agricultural and environmental change to improve lives. We are a specialist development NGO working with pastoralist and agro - pastoralist, smallholder farmers, forest communities, local government and private sectors across East Africa for the last 30 years.

With community engagement underpinning our approach, we design and implement sustainable solution to rural poverty based on evidence and best practices. In 2016 we reached approximately 1.9 million pastoralists, agro-pastoralists, farmers and forest dwellers in Ethiopia, Kenya, Uganda and Tanzania.

Farm Africa has worked in Ethiopia for over 28 years, throughout Oromia, SNNPR, Benishangul, Tigray and Afar regions. With funding from a range of institutional donors and foundations including DFID, EU, Irish Aid, Royal Norwegian Embassy, Comic Relief, Barr Foundation, and Ashden Charitable Trust, we have implemented a large portfolio of projects primarily focusing on three areas: agriculture (crop and livestock production), natural resource management, and market engagement.

We implement projects directly with communities and these three approaches are further enhanced with integration of cross cutting issues such as climate change, gender and capacity building.

Farm Africa will be implementing a project titled ‘Livelihood Promotion and Resilience Building of host and refugee communities in the Dollo Ado and Bokolmanyo area of the Somali Region” which is funded by WFP.

The overall goal of the project is to increase self-reliance, job opportunities and resilience to climate change for refugee and host communities for improved food and nutrition security in the Dollo Ado and Bokolmanyo area of the Somali Region.

Purpose of the Role

The purpose of the field level Livestock Specialist is to effectively and efficiently implement livestock related development interventions in the respective portfolio or Woredas and deliver the required outcomes and outputs at the community level in accordance with the contractual obligations of Farm Africa.

The major project activities are: provision of community based improved livestock husbandry technologies.

The field level Livestock Specialist is responsible to work with and assist community members, institutions and CBO’s in project planning, implementation and monitoring and facilitate training of community members, CBO’s and institutions.

Key areas of responsibilities are:

  • In collaboration with Project Coordinator (PC) and project staff prepares monthly and quarterly work plans to effectively carry out the project activity;
  • Participates in the preparation of the plan and budget of the project to ensure coordination, feedback and integration of activities in the project;
  • Carries out community consultations to determine need for livestock feed and animal health;
  • Actively participate in targeting and selection of project beneficiaries;
  • Participate and support the communities in participatory rangeland management practices.
  • Ensures the participation of community in the maintenance and rehabilitation of ponds/ earth dams and in all livestock related activities;
  • Assist the development of proper implementation systems/strategies for providing training to technical government staff and community members as well as in the delivery of outputs in animal feeding and treatment;
  • Carry out the implementation of the components of the project related with livestock feeding and treatment; and
  • Ensure that the project implemented according to the strategies of FARM Africa and project agreement.
  • Strengthens organizational linkage between District Woreda Administrations, project line sectors and other relevant Operational Partners and implementation partners
  • Involve relevant government department at the Woreda level in the implementation of the project and aware them the progress; and
    Establish and maintain good working relationship with GOs, NGOs and Community members.
  • Organizes training and other capacity building program for CAHWs and community groups in close collaboration with PM and CF;
  • In collaboration with CAHWs, and local leaders carries out community sensitization and awareness regarding animal health and emergency issues;
  • Provides community training for livestock water source management and development;
  • Ensures the procurement of supply of medical and non-medical equipment;
  • Organize and facilitate trainings/workshops/ and meetings
  • Ensures systematic documentation
    on livestock health, feed and water and provide the PC with relevant and up to date information;
  • Work with project staff to monitor financial expenditure and provide feedback
  • Report regularly and timely to the PC on pastoralists situation that required special attention or action, for example, drought etc.
  • Submit monthly and quarterly reports to the PC on physical and financial progress of the components.
  • Keeps up to date with developments in the sector, including best practice;
  • Assist the documentation of the project progress, lessons, good experience and impact of the project within the pastoral community;
  • Ensures the communication and documentation of learned concepts within the organization, with partners and other stakeholders.
  • Represent the project as desired;
  • Assist that payment claim of project staff and government partners according to the project plan and budget; and
  • Assist the PC in the development detail operational plans that would be approved.
  • Management meeting at project level;
  • Quarterly planning and review meeting at the project level; and monthly meeting with finance and PC

    Job Requirements

  • Education, qualifications & other knowledge
  • BSc or above in Animal Science, Veterinary, livestock and rangeland management and other related discipline;
  • Particular knowledge and skills of Project planning & management, participatory and community led development approaches; and Interest to working in remote pastoral areas in a multidisciplinary team
  • Proven experience, skills and knowledge and preferred experience on dairy management, animal health, feed/fodder management, processing technologies and livestock extension services.
  • Good understanding and firm belief in gender equality and issues in rural communities

    Experience

  • A minimum of five years practical experience in livestock husbandry interventions out of which 2 years NGO experience.
  • Experience of working in collaborative programmes with Government, Non-Government and
  • Private Sector stakeholders is highly sought.
  • Work experience in the Dollo Ado refugee setting ( Desirable)

    Skills & abilities

  • Proficient in English language(written and spoken)
  • Excellent record keeping and report writing skill
  • Skilled in participatory approaches to sustainable development especially at a community level.
  • Skills in gender-based analysis and approaches
  • Ability to identify problems and solve complex issues
  • Motor Bike driving skill and renewed license
  • Network and excellent relationship with government partners and other stakeholders
  • Teamwork skills and the ability to work in a multi partner approach
  • Strong sense of integrity and personal commitment to the goals and values of Farm Africa
  • Good community level facilitation and coordination
  • Skills Computer skills in MS Office packages
  • Local languages of the region (Desirable)
