The Emergency Programme Specialist will be under the overall supervision the FAO Representative in Somalia and the direct supervision of Emergency & Rehabilitation Officer.

The Emergency Programme Specialist will provide support overall oversight and coordination of cash for work (CFW) and Unconditional Cash transfer (UCT) programme throughout the project cycle.

(S)he will liaise with programme and project teams to ensure that thematic, programme and project implementation is carried out in line with FAO’s corporate goals and strategic focus.

Tasks and Responsibilities

  • Coordinate and supervise the planning and implementation of CFW/UCT projects throughout the project cycle and ensure project outputs are achieved according to the agreed work plan;
  • Coordinate the CFW/UCT activities with the regional FSC focal points for sequencing & layering to avoid overlap;
  • Coordinate the selection of village and infrastructure and beneficiaries at field level through joint missions and beneficiary and partner consultation process;
  • Lead the implementation of CFW/UCT projects by guiding and supervising the work of project assistants and providing backstopping support to IPs through regular consultations to unblock any bottlenecks;
  • Monitor the progress made against work plans and ensure project outcomes are met as stipulated in the LoA and in line with FAOs RMF and Compliance.
  • Preparation of terms of reference and getting approval from compliance and M & E;
  • Lead the technical review process on tendering & contractual obligations for selection of the
  • Implementing Partners by preparing the tendering documentations for identification of new implementing partners;
  • Advise the technical review team on analysis of the submitted bids in line with FAO's procurement guidelines and the related CFW/UCT Technical Terms of Reference;
  • Facilitate final selection of SPs;
  • Support in drafting and amending the Letters of Agreements including the LOUs for the relevant ministries.
  • Review and analyse Call Centre to facilitate the release of beneficiary payments, monitoring reports for PDA & IBTCI and provide feedback for follow up when required;
  • Prepare and consolidate required information for internal & external monitoring missions for ongoing and completed CFW/UCT projects;
  • Ensure full implementation compliance parameters i.e Accountability to Affected Populations (AAP) through proper targeting of beneficiaries, gender mainstreaming into the projects, awareness campaigns by use of radio messages, posters on CFW/UCT projects and provision of Hotline number for complains and feedback;
  • Provide regular update to the Emergency coordinator on any compliance, monitoring and evaluation bottlenecks affecting the timeliness of the projects with special emphasis on beneficiary payments for further actions.
  • Develop and manage internal Emergency information management tools i.e. the Resume file and daily activity tracker for monitoring the progress and achieved milestones of CFW/UCT projects;
  • Support in the development and revision of Form Management Tools and Open Data Kit to be in line with the emergency project implementation and reporting needs;
  • Develop and manage the Emergency and Finance Master file that feeds into the new FAO Dashboard with the overall project milestones achieved for FAO Representative;
  • Coordinate the updating and maintenance of activity tracker and compliance trackers;
  • Consolidate and facilitate all Emergency programme information for sharing with other sectors within FAO, OCHA and FSC focal points at regional level;
  • Prepare and consolidate the weekly and monthly report updates for FAOR Dashboard, OCHA, FSC and other donors for all the ongoing activities throughout the project cycle;
  • Support with the drafting of the interim and final donor reports.
  • Coordinate the cash transfer planning with emergency units in sequence to ensure timely deliveries;
  • Coordinate and maintain an up to date cash transfer/disbursement status weekly updates;
  • Liaise between Emergency and Finance to ensure all documentation for payment is prepared to facilitate timely payments to beneficiaries and implementing partners, work closely with finance to ensure there is no payment backlog at the money vendors(MV) or mobile money operators (MMO) side and provide support in the follow up of voucher review process for timely payment to beneficiaries and reimbursements to MV and MMO;
  • Represent the Emergency Coordinator in operational meetings relating to CFW/UCT project implementation (Finance, Compliance, operations, M&E MMO and MV).
  • Disseminate knowledge and capacity building on different cash transfer programme modalities to the different implementing partners;
  • Support the development and consolidation of emergency training materials based on the lessons learnt and new modalities incorporated into the programme;
  • Ensure nutrition is mainstreamed in CFW/UCT activities in coordination with nutrition specialist;
  • Prepare technical briefs/notes/situational reports on the progress of CFW/UCT project activities;
  • Support in the development and design of CT strategies, policies and operational guidelines by developing the Emergency approaches (RMF, redesign – Cash +, Beneficiary & MV & MMO SOPs) and support the documentation and implementation of best practices and lessons learnt throughout the project cycle.

    Minimum Requirements
  • Advanced university degree in economics, development studies or related subject.
  • At least Five (7) years of relevant experience in humanitarian and/or development field with implementation of cash transfer programming.
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
