Failure to Secure a Scholarship

I secured admission in Walden for a Masters in Forensic Psychology, while my son is doing a Bachelors in Social Work and Social Administration at Uganda Christian University. None of us has been able to secure a scholarship grant for ourselves.

Can we assume that the scholarships advertised, are not meant for Sub-Saharan nationals?
