Measure
Monthly review by Board and Council of budget against actual expenditure.
Monitor claims paid analyses to ensure Administrator is implementing fraud prevention control techniques.
Review of high, repetitive, abnormal payments to service providers. Reported monthly to the Board.
Board and Committee Meetings
Objective
Agendas to be circulated one week before any meeting.
Reports to be circulated not less than three working days before meetings.
Minutes to be circulated not more than one week after meetings.
Minutes must be prepared by PO.
Minutes must be accurate and grammatically correct.
Minutes must be confidential, only PO and Board to have access.
Minutes must state actions in action column.
Minutes must be retained in hard copy and electronically together with the recordings thereof.
Minutes must be in chronological order.
Service Provider Management
Objective
Regular contact with service suppliers evaluating service levels, complaints and repetitive queries.
Measure
A report to the Board on contacts made, responses therefrom and actions to remedy problems and/or compliments received.
Risk Register Maintenance
Objective
Regular review of the Risk Register must be undertaken of all high-risk items.
Measure
A monthly review of risks evaluated, and actions implemented.
Council for Medical Schemes (CMS)
Objective
All correspondence must be shared with te Board.
Measure
Council correspondence to be circulated, on receipt.
Board must be kept updated on all matters related to the Council.
Duties
Control and motivate staff.
Ensure that all minutes and other confidential documents and information are securely kept.
Liaise regularly with Agility sections to ensure the smooth running of the Scheme, and adherence to service level agreements.
Keep regular contact with leading corporate members by visiting the responsible person.
Monitor and control
budgeted expenditure.
Produce accurate and timeous monthly management accounts.
Arrange and properly constitute all Board and committee meetings.
Record all board and committee meetings and timeously and accurately write the minutes of such meetings. A good command of the English language is essential.
Ensure that there is full compliance with the requirements of all contracts.
Keep the Board of Trustees fully informed of all matters of importance; contact to be conducted through the Chair of the Board.
Maintain cordial and regular relations with the CMS.
Keep up to date on all Regulatory matters.
Deal effectively with all complaints, whether by members, brokers or service providers.
Be proactive in the development of products for the following year.
Take ownership of the Scheme.
Produce AFS, liaising with external and internal auditors, ensuring that they comply with current practice.
Monitor and report on the general performance of the Scheme and service providers.
Monitor and report on competitor activity.
PO Attributes
Must present well.
Must have excellent command of the English language.
Must be able to communicate well at all levels.
Must have substantial commercial experience at GM or CEO level in a for-profit organisation.
Must have a good grasp of marketing concepts and the operation of sales teams.
Must be able to interact impressively with clients.
Must be prepared to take ownership of the Scheme while understanding the chain of command.
Must be ready to request help where this is necessary.
Must be financially literate.
Must be capable of directing and controlling staff.
Must be honest.
Must be prepared to embrace good ideas presented by others.
Medical aid experience an advantage but not essential.
Should be a quick learner.
Should be a seasoned executive.
