Job purposeOur Safe Water Program provides over 9 million people across rural Uganda, Malawi, and Kenya. Recent evidence highlights that clean water may be among the most effective interventions available to save young children’s lives, averting more than 30% of all-cause child mortality.
The dispensers program - based on research for Nobel-winning economists - utilizes an innovative and human-centric design to deliver clean water at the source in rural settings, achieving usage rates which are 5x that of comparable interventions.
Given the tremendous benefits of safe water, Evidence Action is also planning to expand In-Line Chlorination (ILC) Technology in East & Southern as an addition to the chlorine dispensers to reach more people
The Coordinator - ILC will manage the ILC implementation activities in the Safe Water Program areas working closely with the Program manager and the program Area Coordinators while leading the implementation team to achieve the program goals
Reporting to the Program Manager, Coordinator- In-Line Chlorination (ILC) position is a key field management role for the Safe Water Program. The Coordinator is part of the Safe Water Program management team and plays an important role in leading program implementation & management at the field level. He / She will lead field teams to deliver the various activities and outputs of Safe Water Program to communities served by the ILC intervention.
This position is both an office and field-based position. The role requires 50% time in the office and 50% in the field during Expansion Phase, and 60% and 40% during Maintenance Phase.
Duties and responsibilities:This position requires a highly motivated individual who exhibits strong technical and leadership qualities, is results driven and oriented and with sound judgment, passionate and subscribes to the mission and the vision of Evidence Action.
The incumbent responsibilities include:
• Provide technical guidance and orientation to the District technical teams to ensure buy-in of stakeholders into the ILC-Safe water program.
• Facilitate Field teams training in all relevant ILC field activities in liaison with support functions/departments.
• Closely work with the Engineering Department for smooth ILC devices assembly and delivery for installations.
• Capacity building of the ILC teams to be able to conduct ILC installations, calibration, reinstallations and device maintenance among others.
• Practical demonstration of ILC installation and maintenance to the teams.
• Work closely with the Associate Engineer to ensure that the targeted numbers of ILC devices are assembled and installed.
• Ensure that chlorine dose checks are regularly conducted to all water points installed with ILC devices by managing field teams to timely address all technical issues of ILC devices to avoid uninterrupted safe water supply by the benefiting communities.
• Ensure efficient and effective program data collection, administration and management in collaboration
with Monitoring, Learning and Evaluation (MLE) department for various ILC activities.
• Support the verification of piped-systems to assess their viability for ILC installations.
• Take lead in the assembly of ILC devices.
• Ensure that the program has the necessary material and tools for ILC devices.
• Make design improvements in the ILC device to ensure robust production.
• Manage field trials for the ILC program for safe water.
• Managing relationships with suppliers including production timelines, quality controls and general process improvement.
• Making requests for materials and ILC spare parts.
• Work closely with Area Coordinators, Associate Coordinator and Lead Officers to support the scale-up and maintenance of ILC projects through supporting planning, implementation and performance management of the ILC project.
Key performance Indicators• Program management: Consistent growth of ILC device functionality rates through regular chlorine supply and hardware functionality.
• Data management: Excellent and quality data management for program performance reports.
• ILC devices installed and are functional as per the planned target.
• ILC program teams in position to install and maintain ILC devices.
• Technical teams at District and National levels are able to explain how the ILC device operates.
Qualifications:• A minimum or equivalent of Bachelor's degree in Environmental sciences, Environmental and Biosystem engineering. An Advanced Diploma in a Technical course related to Water systems management/sector is an added advantage.
• At least 4 years of experience in management of community WASH - development project activities with an NGO, community-based organization or social enterprise.
• Fluency in English and local language spoken in the operational location, both spoken and written.
