European Union Emergency Trust Fund - Technical Advisor Jobs in Uganda
The European Union Emergency Trust Fund (EUTF) and the German Ministry for Economic Cooperation and Development (BMZ) have commissioned the Gesellschaft far Internationale Zusammenarbeit (GIZ) with the programme 'Supporting Refugees and Host Communities in Northern Uganda".
The main objective of the programme is the improvement of the inclusive socio-economic development of refugees and the host population within the three districts of Northern Uganda, namely Arua, Adjumani and Moyo, which are amongst the districts with the highest percentage of refugees.
The programme combines the support to the district local government structures, efforts to create income and employment and the support for agricultural activities.
GIZ is recruiting two (2) Advisors to support the improvement of the inclusive socioeconomic development of refugees and the host population within the three districts of Northern Uganda.
Responsibilities
Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior Coordinating key procedures and activities associated with the identification, resource mobilization, implementation, monitoring and reporting of LED initiatives aligned to the economic development priorities of Arua, Adjumani and Moyo
Coordinating key procedures and activities associated with organizational development support for District local Governments Adjumani and Moyo
Cooperating closely with government offices at district, county and sub-county level, development and humanitarian partners, private sector, educational institutions and community.based organizations
Assisting project/programme initiatives to provide professional advisory services to, and cooperate with a broad range of target groups
Assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts
Contributes to preparing and implementing the coordination process, joint projealprogram me activities and work at the district level Conceptualizes, plans and implements workshops, seminars and other events on issues connected with the project/programme's area of activity
Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives Networking and cooperation
Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with host communities and refugees, relevant organisations, nongovernmental agencies and individuals in the project programme environment and with other projects to improve and maintain good working relationships Communicates local interests and efforts, forwards these to project team and encourages sharing ideas and information for the benefit of the project/programme Contributes in creating an enabling environment of the local economic development system in Arua, Adjumani and Moyo Knowledge management Ensures knowledge transfer to project/programme information
Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
Draws up reports and presentation documents Prepares appropriate input for various project/programme reports including annual reports, and contributes to other reports required by the programme manager, the EU and GIZ Head Office
Assists with research activities and studies on security issues in the sub region of West Nile Coordination tasks
Assists strategic project
management, including project conceptualization, planning, implementation, monitoring and evaluation, quality assurance, communication and documentation
Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners Compiles the relevant information for joint activities and assignments
Supports tender procedures (prepares tender specific documents, evaluate documents, contracts)
Requirements
University education (minimum master's degree) in a relevant subject (Public Administration, Political Sciences, Development Finance, Business Administration, Sustainable Business and Innovation, Economics, Rural Development) Professional experience
At least 7 years of relevant professional working experience
Very familiar with the Requirements for a Comprehensive Refugee Response in Uganda and the National Local Economic Development (LED) Policy
Extensive knowledge of District Local Government, relevant planning legislation, development approval processes, project management and taxation structures Experience with public organization development
Experience with public-private cooperation Requires knowledge of business theories and practices as well as knowledge of local and regional economic development potential and opportunities
Experience in working for donor agencies, non-governmental organizations, or other international organizations is an advantage Strong organizational and analytical skills and ability to work well under pressure, with minimal supervision and in remote areas Other knowledge, additional competences
Madi and/or lugbara language skills are a must, knowledge of German is an advantage Good working knowledge of ITC technologies (related software, phone, fax, email, the i nternet) and computer applications (e.g. MS Office)

Creative thinking and problem.solving ability Working Conditions
Will work in both an office environment and in the field and will work a standard work week Has to have flexibility in working hours as some work will happen outside the standard work week (as official travels)
