The European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (ECHO) funds relief operations for victims of natural disasters and conflicts outside the European Union. DG ECHO works with about 200 operational partners, including United Nations agencies, the Red Cross/Crescent movement, and non-governmental organisations (NGOs). Aid is channelled impartially, straight to victims, regardless of their race, ethnic group, religion, gender, age, nationality, or political affiliation.
DG ECHO is recruiting one National Staff to be based in Nairobi (Kenya) as a Programme Officer.
Duties & Responsibilities:The jobholder carries out activities to ensure that effective humanitarian response is delivered. The jobholder conducts assessments; develops strategies and represents DG ECHO at technical level when appropriate. The Programme Officer may be asked to run an antenna/office and supervise staff in the absence of a TA (Technical Assistant) or, when in a RO (Regional Office), be in charge of regional overview tasks. Within delegated authority, the Programme Officer will be responsible for the following duties, among others:
Contributes to designing DG ECHO overall strategy and policies.
Support the Regional Office in regional operational processes & consultations within the Regional Office and Country offices.
Work with operational staff across the regional field network and help in internal coordination.
Provide analyses of the regional portfolio, partners, cross-cutting issues, including presentations/ mapping
Prepare operational briefings & reports.
Maintain partners network at regional level.
Participate to regional coordination mechanisms.
Support the regional operational internal coordination (Regional office with country offices).
Provide mentoring / coaching support of country / regional office colleagues, supporting induction of new PAs/POs.
Provide surge support to country offices and regional office as needed (including on program management), both remotely as well as during field missions.
Required Qualifications:
Education: A relevant first level university degree or equivalent professional experience.
Knowledge and experience:
Minimum 5 years of relevant humanitarian experience at national and regional/ international level in managing humanitarian programme/ project operations, with a humanitarian NGO, Donor or National/ International Organisation.
Very good knowledge of the EU humanitarian aid system.
Very good knowledge of International NGOs, UN Aid Agencies and Red Cross Movement.
Very good understanding of Humanitarian Aid principles, policies and standards.
Excellent drafting skills
Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
Experience/ Knowledge in the field of Food Assistance and Cash is an added advantage.
Languages:
An excellent command of English (written and oral - Minimum level C1) is required.
Knowledge of French is an added advantage.
Required Skills:
Thorough knowledge of the Logical Framework Approach and Project Cycle Management.
Very good knowledge of the EU humanitarian aid system as well as humanitarian aid principles, policies and standards.
Personal initiative: ability to work both independently and in a team, with ability to set priorities, and to work to tight deadlines.
Ability to analyze and process complex information and combine it with field reports to produce strategy documents.
Ability to convey information clearly and concisely to others with excellent drafting skills in English.
Knowledge in GIS Mapping and Reporting tools is an added advantage.
