Job DescriptionThis Terms of Reference (TOR) is designed to call up on qualified university students for articles writing regarding the SDGs with emphasis on Goal 5 (Gender Equality and Women Empowerment).
The project entitled “Popularizing and Following- up the Implementation of SDGs towards Gender Equality”
BackgroundEthiopian Women Lawyer’s Association (EWLA) was established on May 3, 1995. Its vision is to see an Ethiopia where women enjoy equal rights with men.
EWLA’s mission include promoting women’s empowerment and access to justice, strengthening the capacity of duty bearers, and influencing policies, laws and practices to realize women’s enjoyment of equal rights with men.
EWLA has three core programs: Legal Aid, Public Education and Capacity Building and Research and Law Reform Advocacy programs.
Currently, EWLA is implementing a project named popularizing and following-up the implementation of SDGs towards gender equality together with Network of Ethiopian Women's Association (NEWA) and Women Can Do It (WCDI).
More than two years into the implementation of the 2030 Agenda, it is noted that Sustainable Development Goals (SDGs) are not yet well known within the community and equally understood by different actors at all levels.
The SDGs are agendas of the people, especially those groups of the society who are suffering from lack of services, rights and space, which the SDGs agenda is supposed to address.
Therefore, these goals need to be well known, and their effective implementation and progress made under this framework need to be followed at through periodic monitoring and reporting processes.
As the SDGs are already aligned to the local development plan the Growth and Transformation Plan (GTP) II, steps in measuring implementation will ensure meeting the goals set, ensuring accountability.
In this regard Gender equality as fundamental aspect of ensuring development both in goal five as well other goals should be monitored closely, so that it will not be left out on the premises of lack of budget or political commitment as it is usually the case.
One needs to recognize that we cannot attain these objectives without the active participation of women and girls.
It is therefore highly important that we make the SDGs a public issue, facilitate platforms for the different actors representing the society to
come forward and engage in lively dialogue on this global agenda and strengthen monitoring and accountability mechanisms for its implementation.
PurposeThis project has been designed with the aim of ensuring awareness on the SDGs of the public as well the government as duty bearer and setting ground for effective monitoring of the implementation of the Sustainable Development Goals specifically on gender equality goals (Goal 5).
In addition to that the article competition may help the students to know and discover more about the Sustainable Developments Goals, specifically goal 5 (Gender Equality and Empowerment of Women.
The article can also serve as a resource document for further writers in the area in the future.
This will also help to show the need for the public& students in holding the issuing concerned through following up the implementation of the goal and bringing positive engagement on popularizing SDGs specifically Goal 5.
Therefore,it can be considered as a best practice by university students who write the articles.
ScopeThe article should focus on the Gender Equality and Women’s Empowerment component of the SDGs. The geographical coverage shall be at Addis Ababa. Five selected articles will be awarded based on requirements.
MethodologyThe methodology of conducting the article is by identifying what are SDGs and GTPII (Sustainable Development Goals and the Second Growth and Transformation plan) specifically by giving emphasis on gender equality and women empowerment and also their alignment as a local and international plan, by reviewing theoretical and empirical literatures.
Time FrameThe article competition will be conducted on 10th September, 2019.
DeliverablesThe article should be submitted to EWLA with sealed envelope on 30th August ,2019
