Job DescriptionDuration = Three months with possible extension.
BackgroundThe National Information Platform for Nutrition (NIPN) is part of a global initiative supported by the European Union to support SUN countries with a high malnutrition burden.
The NIPN aims to promote evidence-based decision making. It consists of three operational elements: the policy question formulation, the identification and analysis of existing data, and finally the communication and outreach of research findings.
To carry out its mandate, NIPN will not collect new data, but will use existing data and evidence to respond to policy questions or inform decision makers.
For this reason, the NIPN will rely on institutional data sources involving different sectors in Ethiopia.
As a result, NNP stakeholders and decision makers in charge of designing, coordinating and evaluating national nutrition policies and programs/plans will be both the sources of data and the beneficiaries of NIPN outputs designed to inform their policies and programs.
Hence, to implement the NIPN mandate, EPHI requires for a detailed mapping of data sources and their potential usability. This can be done by implementing a data landscape exercise.
This exercise will map data across the key NNP institutions and stakeholder and asses the availability, accessibility, format and quality of the data for potential use by the NIPN.
Objectives of the AssignmentThe objective of this assignment is to produce a nutrition data landscape exercise which will provide an overview of the availability, accessibility and quality of indicators and data sets of interest to the NIPN. The senior researcher/ nutrition expert expected to:
Identify which sectors and institutions gather nutrition data,
Identify the nutrition related statistical system,
Establish which data are available, accessible and of sufficient quality,
Suggest method how to update the nutrition data landscape;
To provide input for NIPN data management strategy.
Key deliverables
An inception report in which the approach will be described
The draft Nutrition data landscape: this is a report which includes the key elements of the nutrition data landscape. This report will present a “map” of the nutrition data and accountability landscape, from data prioritization and collection, to its accessibility and use. It will provide a mapping the data
sources and nutrition accountability landscape and will provide a summary of key findings from the mapping exercise.
A matrix which includes all the comments on the draft report and how they have been addressed.
The workshop report during which the senior researcher/ nutrition expert shares the findings.
The final Nutrition Data Landscape report, which addresses comments provided on the first draft.
Job Requirements
The senior researcher / nutrition expert should have a PhD/MD/DVM or MSc/MPH in nutrition, Public Health Nutrition, Food Technology, Food and Nutrition Science, Public Health, Agricultural economics, Public Policies, or equivalent in other health sciences.
At least 10 years' relevant experience in nutrition policy and research design and data analysis, and in synthesis and preparation of strategic information for decision-makers;
Required skills and expertise:
Good understanding of the dynamics, issues and trends of associated malnutrition' (agriculture, health, education and other sectors) in Ethiopia;
Proven knowledge and understanding of the nutrition governance system in Ethiopia;
Good understanding of nutritional data source and accessibility issues;
Familiarity with availability and quality of nutrition indicators and their data;
Proven familiarity with relevant government policies and structures related to nutrition in Ethiopia; Demonstrated experience with large data sets or with evaluating national monitoring systems or data sharing policies or with monitoring of the National Nutrition Program in Ethiopia will be considered as an advantage.
Reporting: To the NIPN project coordinator and the Direct of the Food Science and Nutrition Research Directorate at EPHI.
Recruitment Procedure
Three - Five short listed candidates will be selected based on their CV. Thenthey will be evaluated based on their approach and financial breakdown to conduct the nutrition data land scape exercise.
All the shortlisted candidates are expected to present their technical and financial approaches for the evaluation team at EPHI. Finally, one successful candidate will be identified and hired.
