Job DescriptionBackgroundEthiopian Public Health Institute (EPHI) is an exciting and dynamic autonomous federal government institute having its own legal personality as the main government body in charge of three main tasks as expressed in the regulation number 301/2013.
The institute is mandated to conduct researches and technology transfer in public health issue; provide referral service for diagnostic and analytical tests; support the capacity building of health and food science laboratories at the national level for quality laboratory services; leads the public health emergency management of the country; and conduct researches in traditional medicine.
The Public Health Emergency Management (PHEM) division focuses on disease outbreaks, nutritional emergencies, and health consequences of natural and manmade disasters.
PHEM mainly emphasizes on early and timely detection, risk communication and control of epidemics and other public health threats, reduction in morbidity, mortality as well as case fatality rate of epidemic diseases to cope with existing, emerging and re-emerging epidemics, natural disasters of national and international concerns.

Roles and Responsibility:
Identify psychological, emotional or behavioral issues during public health emergencies
Diagnose psychological, emotional or behavioral disorders
Provide psychosocial support during response and recovery activities
Develop training manuals, and SOPs for provision of psychosocial support during emergencies
Develop and implement treatment plans and therapeutic processes
Help members of affected communities define goals and plan action to achieve personal, social, educational and vocational development and adjustment
Analyze and interpret data in order to increase the understanding of human behavior
Monitor affected community’s progress through regular meetings or sessions
Conduct post outbreak assessment and document lesson learnt with regards to impact on psychological and social wellbeing
Provide orientation to PHEM staff being deployed to the field on how to maintain their psychological wellbeing
Serving as the
focal person for emergency responders’ psychological wellbeing and arranging for external experts to provide trainings, workshops, and organizing mental health days
Ensuring all activities related to response, preparedness, risk mitigation, and recovery are well aligned with the cultural and socio-economic settings of intervention areas
Ensuring risk communication messages are tailored to the specific needs of each intervention area
Identifying behaviors among communities which put them at risk of outbreaks and designing the appropriate intervention for behavioral change
Conduct rapid assessment and provide recovery activities related to outbreaks and emergencies
Working under stress condition with additional extra time
Prepare technical field reports to the team leader and directorate after each field work
Willing to be on call for emergency duty at the Emergency Operation Center (EOC) and at any place
Job Requirements
Qualification: MA in Psychology, Sociology, Anthropologist
Minimum Experience: Four (4) years
Required number: Two (2)
Desirable Qualities, Skills and Competences:
A good understanding of the issues related psycho-social support, transitional justice, human rights or knowledge in child protection and different emergency issues.
Experience in conducting focus group discussions or in-depth interviews
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
Treats all people fairly and equally
Strong technical knowledge of the field of political dialogue processes and a general knowledge of cross-cutting democratic governance issues
Knowledge of political processes and democratization in transition and crises contexts.
Experience in conducting in-depth interviews, mapping, carrying out research, be able to work well with counterparts and know how to contribute to build national capacity
Excellent communication skills, preferably with some experience or exposure to developing proposals
Ability and willingness to travel to rural locations
