Job DescriptionBackgroundEthiopian Public Health Institute (EPHI) is an exciting and dynamic autonomous federal government institute having its own legal personality as the main government body in charge of three main tasks as expressed in the regulation number 301/2013.
The institute is mandated to conduct researches and technology transfer in public health issue; provide referral service for diagnostic and analytical tests; support the capacity building of health and food science laboratories at the national level for quality laboratory services; leads the public health emergency management of the country; and conduct researches in traditional medicine.
The Public Health Emergency Management (PHEM) division focuses on disease outbreaks, nutritional emergencies, and health consequences of natural and manmade disasters.
PHEM mainly emphasizes on early and timely detection, risk communication and control of epidemics and other public health threats, reduction in morbidity, mortality as well as case fatality rate of epidemic diseases to cope with existing, emerging and re-emerging epidemics, natural disasters of national and international concerns.

Roles and Responsibility:
Identify, prevent and control the occurrences of infectious diseases in healthcare settings and communities
Facilitate, coordinate, and/or provide infection prevention and control training at various levels
Prepare training material, guidelines, protocols and manuals for public health priority diseases and conditions
Collect, record and analyze hospital records and lab reports to assess the extent of a disease outbreak in order to make the appropriate recommendations for action
Assess environmental risk factors, including WASH conditions, chemical hazards etc. associated with disease outbreaks and other events and plan interventions accordingly
Assessing existing policies and identifying areas for potential policy amendment
Conducting and/or facilitating research to influence policies
Coordinating hygiene and sanitation activities at points of entry (PoEs)
Facilitate the establishment of temporary hygiene and sanitation facilities during emergencies, and ensure the rebuilding/recovery of such facilities in post disaster settings
Working under stress condition with additional extra time accordingly
Willing to be on call for emergency duty at the Emergency Operation Center (EOC) and at any place
Analysis and interpretation surveillance data and provide annual progress report, scientific papers, regular weekly feedbacks
Conduct surveillance activities, case investigation, outbreak response activities
Follow and monitor the trends of diseases/conditions under public health surveillance
Identify, assess and monitor existing or potential threats related to the public health
Track and monitor public health events
Conduct post outbreak assessment and document lesson learnt
Mobilize and secure resources required for the trainings, emergency response, supervisions
Conduct rapid assessment and provide support during and after outbreaks/public health emergencies
Working under stress condition with additional extra time when required
Prepare technical field report to the team leader and directorate after each field work
Job Requirements
Qualification: MSc in Environmental Health, Environmental Sciences, Environmental Engineering, Training on Biosafety and Biosecurity
Minimum Experience: Four(4) years

Desirable Qualities, Skills and Competences:
Efficient in infection prevention and control approaches
Proven knowledge in biosafety and biosecurity
Knowledge in proper handling, storage, transportation, usage and disposal of dangerous medical supplies and contaminated materials
Effective in communication, multi-tasking, organizational, and prioritization
Ability to meet deadlines; work independently and cooperatively with team members
Excellent communication skills
Ability and willingness to travel to rural locations
