Performance Monitoring for Action (PMA-Ethiopia), implemented in collaboration between the Ethiopian Public Health Association and Johns Hopkins Bloomberg School of Public Health is designed to generate both cross-sectional and longitudinal data on a variety of reproductive, maternal, and newborn health indicators that can inform both national and regional governments.

It is designed to respond to the need, highlighted in the 2016 Information Revolution Roadmap, to generate timely population-based data for decision making within Ethiopia.

The project is being implemented under the directorship of Dr Solomon Shiferaw and Dr Assefa Seme from the School of Public Health, Addis Ababa University.

PMA-Ethiopia builds upon the previous success of the Performance Monitoring and Accountability 2020 (PMA2020)/Ethiopia and the PMA Maternal and Newborn Health survey in SNNP region.

PMA Ethiopia features an expanded topical scope, moving beyond family planning to also include maternal and newborn health indicators, expanding geographically to provide greater regional representation within the smallest regions, and an expansion of survey methodology to include both cross-sectional and longitudinal data collection.

Position Description:

The Project Finance Officer (PFO) will provide support and guidance to PMA-Ethiopia program by working with the Program implementing partners and in-country project management team, particularly, the EPHA Finance and Operations staff with tasks related to accounting, banking, budgeting, procurements and financial management, costing analysis to ensure full compliance with rules and regulations of financial processes, financial records and reports and audit follow up, and implementation of the effective internal/external control framework.

The PFO will be responsible to oversee and manage the financial engagements of this project putting into consideration the requirements of donors, local Charities and Societies Agency (ChSA) legislations as well as EPHA’s internal policy and management requests.

The responsibilities also include periodic follow up and control over budget depletion, fund flow, producing expenditure reporting on a monthly/quarterly basis, continuous follow up and correspondence with implementing partners of this project in relation to financial commitments.

Essential duties and responsibilities include the following:

  • Ensures that adequate financial controls are in place to maintain propriety and proper accountability of expenditures;
  • Monitors budgets and expenditures and contribute to preparation of budget revision;
  • Monitor the implementation of project’s work program and budget through regular reviews,
  • Ensuring the integrity and quality of the unit’s budget data;
  • Ensure strong collaboration with the EPHA HR department in order to manage the staff affordability for the unit (including managing the technical aspects in the system);
  • Liaises with JHU and MSI to ensure compatibility of the project financial books and other finance related activities on behalf of the project;
  • Lead forecasts on expenditures (including depreciation forecasting and monitoring) and reporting according to the timeline of implementing and funding partners;
  • Participate in preparing cash projections for projects operational costs in collaboration with the PMA central team;
  • Establishes a computer-based monitoring system for expenditures;
  • Responsible and act as the focal point to coordinate implementing and funding partners financial documents, review and process them for payment in liaison with the EPHA.
  • Prepares and submits timely and reliable Project’s financial documents and financial
    reports for Project’s management on all funding sources.
  • Analyze, control and accurately maintain relevant General Ledger Accounts and initiate corrective action as necessary in consultation with the PMA central team;
  • Proactively establish and maintain interface with the relevant personnel, within own Department and across Departments.
  • Advise/liaise with staff of the project in order to improve knowledge and awareness with respect to budget methodologies, policies, internal control policies and procedures.
  • Ensures the financial transactions are properly authorized, recorded, have adequate
    supporting documentation, filled, maintained and can be easily extracted for the
    purpose of preparing financial statements; and financial audits.
  • Prepare bank reconciliations, monitor local bank account balances and keeps track of balances to ensure that there are sufficient funds, and prepare replenishment
    requests whenever necessary;
  • Checks and ensures that all procurement process and expenditures of the project in
    accordance with the EPHA policy and procedure.
  • Checks budget lines to ensure that all transactions are booked to the correct budget
    lines.
  • Responsible for any financial tasks of the project related to organization of trainings, conferences, and workshops;
  • Maintains sound and auditable filling system of all financial records of the project and ensuring complete and proper backup/audit documentation.
  • Work with the relevant staffs in making sure contractual agreements of project staff are archived and submitted to the EPHA finance on a timely basis;
  • Provides timely review of sub-contractor and consultant monthly financial reports/vouchers ensuring costs are allowable and conform to project’s approved sub-contractor budgets.
  • Serves as a resource for project staff for contracts rules and regulations.
  • Run office petty cash and ensure liquidity in the office to efficiently facilitate daily minor expenses in the office.
  • Prepare all voucher payments, prepare, update Cash On Hand Account daily analysis on finance expenses sheet.
  • Draft or prepare correspondence to respond to inquiries in respect to relevant financial matters AND;
  • Carry out any other financial assignments and other duties as appropriate

    Supervision:

  • The Project Finance Officer will work under general supervision and direction provided by the Project Coordinator in consultation with the PIs of PMA-Ethiopia, and EPHA Administrative and Finance Director.

    Deliverables
    The Project Administrative Assistant will contribute to the following deliverables:

  • Project finance system which runs smoothly;
  • Payments of the project staff facilitated timely
  • Timely financial reports provided
  • Appropriately filed finance documents;
  • Timely response to internal and external queries

    Job Requirements

    Required Qualifications:

  • Bachelor’s degree in Finance, Accounting, Business Management, Economics, Project
  • Management or related field;
  • A minimum of five years continuous work experience in finance and administrative
    functions;
  • Excellent financial and analytical skills;
  • Demonstrated experience in procurement and preparation of financial reports and budget variance analysis;
  • Ability to work independently and with minimal supervision
  • Ability to cope under pressure and meet deadlines.
  • Ability to efficiently handle a range of tasks concurrently to meet different needs
  • Ability to manage, prioritize and multi-task while paying attention to detail and providing regular updates to the immediate supervisor.
  • Must be able to work in Addis Ababa and may travel regionally.
  • Ability to work collaboratively and as part of a team as well as independently.
  • Ability to work flexible hours i.e. weekends, evenings when required.
  • Excellent knowledge of Microsoft Office applications: World, Excel, and Power Point is must.
  • Excellent Internet/email communication skills.
  • Excellent oral and written communication skills in English.

    Preferred Qualifications:

  • Advanced University degree in Finance or Accounting or related fields;
  • Experience in similar position with donor funded research projects and Familiarity with the Not for profit organizations system and understanding of donor(s) and governmental requirements;
  • Sound knowledge and understanding of accounting theory, concepts and principles, combined with proven practical skills in financial and cost accounting reporting, business planning, work
    programming, budgeting, and financial management and audit. Ability to understand different financial reports and ledgers.

    Contract Terms & Conditions

    The successful candidate will be hired as a Full-Time Employee (FTE) for up to 1 year with possibility of contract renewal or extension.
    Remuneration will be set according to standard of PMA-Ethiopia Project rate.

    All payments and reimbursements will be based on submitted deliverables of the employee.
    The employee will use her/his personal cell phone for the duration of the assignment.
