Project Description:

Performance Monitoring for Action (PMA-Ethiopia), implemented in collaboration between the Ethiopian Public Health Association and Johns Hopkins Bloomberg School of Public Health, is designed to generate both cross-sectional and longitudinal data on a variety of reproductive, maternal, and newborn health indicators that can inform both national and regional governments.

It is designed to respond to the need, highlighted in the 2016 Information Revolution Roadmap, to generate timely population-based data for decision making within Ethiopia. The project is being implemented under the directorship of Dr Solomon Shiferaw and Dr Assefa Seme from the School of Public Health, Addis Ababa University.

PMA-Ethiopia builds upon the previous success of the Performance Monitoring and Accountability 2020 (PMA2020)/Ethiopia and the PMA Maternal and Newborn Health survey in SNNP region. PMA Ethiopia features an expanded topical scope, moving beyond family planning to also include maternal and newborn health indicators, expanding geographically to provide greater regional representation within the smallest regions, and an expansion of survey methodology to include both cross-sectional and longitudinal data collection.

Position Description:

The Maternal and Newborn Health Technical Advisor will closely work with PMA Central team and Ministry of Health to provide technical assistance in designing and developing survey tools to monitor maternal and newborn health.

Under the overall supervision and guidance of the PMA PIs, the MNH Advisor will deliver a high-level technical assistance in the identification of priority MNH indicators in consultation with PMA team and relevant directorates within MoH.

Additionally, the technical advisor will serve as a liaison officer among the PMA project and the Policy & Planning Directorate and Maternal and Child Health Directorate at MoH; specifically, for activities related with assessing data needs and promoting data utilization by the ministry and relevant stakeholders.

He/she will be member of the central team and will work closely with other technical teams.

Essential duties and responsibilities include the following:

  • Advise on the prioritization of MNH indicators in consultation with MoH.
  • Ensure survey questionnaires have the appropriate wording and sequence of questions for MNH indicators including in local languages
  • Assist with triangulation of survey findings with results from the country’s monitoring and evaluation systems and architecture
  • Assist with the finalization with the data translation plan and Support data utilization and translation into policy and program planning – both at national and regional levels.
  • Liaise between core PMA staff and MoH based PPD representatives of PMA and MoH staff at PPD and MCH Directorates;
  • Be available to attend pilot and training workshops of field staff to ensure smooth operation of the survey related activities;
  • Communicate
    regularly with the Principal Investigators, JHU technical leads and other staff members about any issues that cannot be resolved independently;
  • Contribute in data quality and progress monitoring during the actual fieldwork;
  • Assist the data management team in the production of survey progress reports related to MNH content and provide feedback to the field staff on areas of improvement based on the report;
  • Participate in MNH report writing and high level MNH analysis AND;
  • Carry out other project related tasks as appropriate.

    Supervision:

  • The MNH Technical Advisor will work under general supervision and direction provided by the Principal Investigators of PMA Ethiopia.

    Deliverables
    The Maternal and Newborn Health Technical Advisor will contribute to the following deliverables:

  • Final list of MNH indicators;
  • Finalized survey instruments (questionnaires, manuals, field procedures, etc.);
  • Finalized data translation plan
  • Activity progress reports related to data translation plan and triangulation of data with MoH;
  • The project’s annual four pager report on MNH related topics.

    Job Requirements

    Required Qualifications:

  • Master’s in public health (MPH), Specialty in Pediatrics and first degree in Medicine or other Health-related fields.
  • Minimum of ten years working experience in running MNH programs holding senior positions.
  • Must be able to work in Addis Ababa and travel regionally up to 10% of the time.
  • Excellent research coordination and management skills.
  • Experience with community-based and facility-based research programs.
  • Ability to work collaboratively and as part of a team as well as independently.
  • Time management skills and ability to work well under pressure.
  • Ability to work flexible hours i.e. weekends, evenings when required
  • Ability to manage, prioritize and multi-task while paying attention to detail and providing regular updates to the immediate supervisor.
  • Proficiency using Microsoft Office applications: World, Excel, and Power Point.
  • Effective oral, written, communication, interpersonal skills.
  • Proficiency in English is required

    Preferred Qualifications:

  • Previous work experience in the Ministry of Health, and/or relevant UN and international organizations

    Contract Terms & Conditions

  • The successful candidate will be hired as a Full-Time Consultant (PTC) for up to 1 year with possibility of contract renewal or extension.
  • Remuneration will be set according to standard of PMA-Ethiopia Project rate. All payments and reimbursements will be based on submitted deliverables of the consultant.
