Project Description:

Performance Monitoring for Action (PMA-Ethiopia), implemented in collaboration between the Ethiopian Public Health Association and Johns Hopkins Bloomberg School of Public Health, is designed to generate both cross-sectional and longitudinal data on a variety of reproductive, maternal, and newborn health indicators that can inform both national and regional governments.

It is designed to respond to the need, highlighted in the 2016 Information Revolution Roadmap, to generate timely population-based data for decision making within Ethiopia. The project is being implemented under the directorship of Dr Solomon Shiferaw and Dr Assefa Seme from the School of Public Health, Addis Ababa University.

PMA-Ethiopia builds upon the previous success of the Performance Monitoring and Accountability 2020 (PMA2020)/Ethiopia and the PMA Maternal and Newborn Health survey in SNNP region.

PMA Ethiopia features an expanded topical scope, moving beyond family planning to also include maternal and newborn health indicators, expanding geographically to provide greater regional representation within the smallest regions, and an expansion of survey methodology to include both cross-sectional and longitudinal data collection.

Position Description:

The Assistant Project Coordinator will provide technical and administrative support to the Project on overall preparatory activities, logistics, finance, tool development, training, data collection, data management and dissemination related activities of PMA-Ethiopia survey project.

Essential duties and responsibilities include the following:

  • Ensure supervisors and Resident Enumerators (RE) are being recruited on a timely basis in relation to planned trainings;
  • Ensure selection of Enumeration Areas is completed, and their associated maps and household listings are timely secured relative to trainings;
  • Ensure survey questionnaires, ODK excel files, training manuals and follow-up sheets are finalized and translated into local languages as needed and in time for use to the trainings;
  • Ensure data quality and progress are monitored throughout each survey round and supportive supervision is provided to fieldworkers accordingly;
  • Secure training venue for training of enumerators, supervisors and regional coordinators and facilitate smooth implementation of the trainings.
  • Make sure that data collection is ongoing by periodically checking with regional coordinators and supervisors that all REs submits completed surveys to the server over the course of the interview period.
  • Communicate with Regional coordinators and supervisors weekly or every other week during the data collection period to compile progress reports, check on the status of the interviews and discuss any issues that may have arisen with interviewing or the software and hardware components. Communicate with enumerators directly when needed.
  • Communicate regularly with the Project coordinator and Principal Investigators about any issues that cannot be resolved independently, that significantly jeopardize the quality of the data or the sampling frame, or that occur repeatedly.
  • Work closely with the data management team and project coordinator to periodically assess the quality of the data submitted to the server by every RE with systematic checks (more details below) to address any issues early.
  • Inform the regional coordinator and potentially each supervisor and RE about any concerns.
  • Make sure that data collection devices are used for the intended purpose and
    are collected at the end of the data collection.
  • Assist the data management team in the production of survey progress reports and provide feedback to the field staff on areas of improvement based on the report.
  • Assist in the overall research project budgets management.
  • Monitor the progress of survey activities; develop and maintain records of survey activities, and prepare periodic reports, as required.
  • Make sure contractual agreements with field staff are signed, archived and submitted to the finance to EPHA on a timely basis
  • Assign and review survey-related work and tasks given to Regional Coordinators
  • Carry out other survey related tasks as appropriate.

    Supervision:

  • The Assistant Project Coordinator will work under general supervision and direction provided by the Project Coordinator in consultation with the PIs of PMA-Ethiopia.

    Deliverables
    The Assistant Project Coordinator will contribute to the following deliverables:

  • Signed contractual agreements for all field staff;
  • Work closely with senior program staff to ensure that survey instruments (questionnaires, manuals, field procedures, etc.);
  • Coordination and Field supervision activity progress reports;
  • The project’s annual two pager report.

    Job Requirements

    Required Qualifications:

  • Master’s in Public Health (MPH), Nursing, Nutrition, Monitoring and Evaluation and other health related field AND first degree in Health-related fields.
  • Minimum of one year working experience in the higher field of qualification.
  • Must be able to work in Addis Ababa and travel regionally.
  • Experience with administering surveys
  • Excellent research coordination and management skills.
  • Experience with community-based and facility-based research programs.
  • Ability to work collaboratively and as part of a team as well as independently.
  • Time management skills and ability to work well under pressure.
  • Ability to work flexible hours i.e. weekends, evenings when required
  • Ability to manage, prioritize and multi-task while paying attention to detail and providing regular updates to the immediate supervisor.
  • Proficiency using Microsoft Office applications: World, Excel, and Power Point.
  • Effective oral, written, communication, interpersonal skills.
  • Proficiency in English is required

    Preferred Qualifications:

  • Experience in the position of coordination in large scale surveys
  • Working in Academic or Research institutions
  • Knowledge of statistical software (such as STATA/SPSS)
  • Experience in Mobile Assisted Data Collection (mainly, familiarity with ODK application).
  • Experience in family planning, maternal health, or nutrition field related surveys

    Contract Terms & Conditions

  • The successful candidate will be hired as a Part-Time Consultant (PTC) for up to 1 year with possibility of contract renewal or extension.
  • Remuneration will be set according to standard of PMA-Ethiopia Project rate. All payments and reimbursements will be based on submitted deliverables of the consultant.
  • The consultant will use her/his personal cell phone and a laptop for the duration of the assignment.
