Job DescriptionProject Description:
Performance Monitoring for Action (PMA-Ethiopia), implemented in collaboration between the Ethiopian Public Health Association and Johns Hopkins Bloomberg School of Public Health, is designed to generate both cross-sectional and longitudinal data on a variety of reproductive, maternal, and newborn health indicators that can inform both national and regional governments.
It is designed to respond to the need, highlighted in the 2016 Information Revolution Roadmap, to generate timely population-based data for decision making within Ethiopia.
The project is being implemented under the directorship of Dr Solomon Shiferaw and Dr Assefa Seme from the School of Public Health, Addis Ababa University.
PMA-Ethiopia builds upon the previous success of the Performance Monitoring and Accountability 2020 (PMA2020)/Ethiopia and the PMA Maternal and Newborn Health survey in SNNP region.
PMA Ethiopia features an expanded topical scope, moving beyond family planning to also include maternal and newborn health indicators, expanding geographically to provide greater regional representation within the smallest regions, and an expansion of survey methodology to include both cross-sectional and longitudinal data collection.
Position Description:
The Assistant Data Manager will be responsible to assist various data management activities of the PMA Project such as: in the development of survey tools, data collection tools, producing data quality monitoring tools, and aggregation, cleaning, analysis of all relevant collected data derived from the field survey.
The Assistant Data Manager to participate in the development of ODK forms, produce progress report to give feedback to supervisors and regional coordinators after the survey completed forms are submitted to the server.
The Assistant Data Manager will be responsible to generate standard tables based on a template provided by the PIs and adapt ODK forms based on inputs given by the research team.
The Assistant Data Manager will work closely with other staffs and partners to guarantee smooth implementation of activities.
Essential duties and responsibilities include the following:
Involve in modify ODK forms as per the revisions made by the research team
Help design new ODK forms when necessary
Upload final ODK forms to the server when required
Assists in monitoring data submitted to the server on a daily basis (during an active data collection days) and use statistical analysis software to generate progress reports on individual field staff.
Highlight and report on data collectors who do not submitted data as per the plan.
Perform validation and quality assurance checks on data sets received.
Provide standardized feedback specific to each supervisors and regional coordinators and PIs every other day during the data collection period.
Participate in the developing a platform that will assist to notify data collectors on dates of follow-up interviews
Provide a formally communication with regional coordinators, supervisors, and REs on progress of data collection and upcoming follow-up
interviews
Assist in the production of Do-files for data monitoring and analyses
Participate in the process of data cleaning
Generate required tables and graphs according to the report template and as per the request of the PIs and data management team.
Provide trainings and hands-on exercises on survey design, statistical analyses and statistical software packages to PMA staff;
Perform any other related duties as may be assigned by the Principal Investigators.
Supervision:
The Assistant Data Manager will work under general supervision and direction provided by the Lead Data Manager in consultation with the PIs of PMA-Ethiopia.
Deliverable
The Assistant Data Manager will contribute to the following deliverables:
Data collection tools;
Data collection monitoring and progress reporting templates;
Cleaned data which is ready for analysis
Tables and graphs produced from the analyzed data.
The project’s annual two pager report.
Job Requirements
Required Qualifications:
Master’s in Statistics, Biostatistics, Epidemiology and another related field;
Minimum of three-year working experience in the higher field of qualification;
Must be able to work in Addis Ababa and travel regionally.
Experience with administering surveys
Experience with community-based, surveillance and facility-based research programs.
Ability to work collaboratively and as part of a team as well as independently.
Experience of work in research institutes, higher education institution, or other organizations in the areas of Maternal and child health programs, and family planning
Proficiency in data analysis and producing tables and graphs
Proficiency using Statistical Software packages: Stata, SPSS, R and Epi Info.
Time management skills and ability to work well under pressure.
Ability to work flexible hours i.e. weekends, evenings when required
Ability to manage, prioritize and multi-task while paying attention to detail and providing regular updates to the immediate supervisor.
Proficiency using Microsoft Office applications: World, Excel, and Power Point.
Effective oral, written, communication, interpersonal skills.
Proficiency in English is required
Preferred Qualifications:
Experience in large scale surveys
Working in Academic or Research institutions
Experience in Mobile Assisted Data Collection (mainly, familiarity with ODK application).
Experience in family planning, maternal health, surveillance or nutrition field related surveys
Contract Terms & Conditions
The successful candidate will be hired as a Part-Time Consultant (PTC) for up to 1 year with possibility of contract renewal or extension.
Remuneration will be set according to standard of PMA-Ethiopia Project rate. All payments and reimbursements will be based on submitted deliverables of the consultant.
The consultant will use her/his personal cell phone and a laptop for the duration of the assignment.
