Job DescriptionPosition SummaryThe Ethiopian Kale Heywet Church Development Commission (EKHCDC) as an Ethiopian Resident Charity implements various projects in different locations of the country.
It works with different government bureaus of the regions implementing projects/programs targeting different segments of the society, including: children, women, youth & families through programs such as heath, livelihood development, education and child development, relief and rehabilitation, etc.
EKHCDC is seeking a competent Grant Officer so as to effectively manage funds/grants secured from partners in line with the existing financial procedures of the organization and based on the financial management standards.
Key Responsibilities: Ensures all grants/projects reports are discussed with the project team and passed to donors and support offices within the required time schedules.
Responds to respective queries in relation to these reports from donors, support offices and internal EKHCDC management.
Co-ordinates and review project budget development (proposal, grant and matching funds) between the program personnel and the field teams.
Reviews and analyzes grant expenses while using the same as a monitoring tool to advise the stakeholders on expenditure trends.
Reviews donor financial reports and variance analysis before submission and provide feedback to the stakeholders.
Makes correspondence with partners/donors of EKHCDC (including regional and zonal offices), EKHCDC management team regarding project income and expenditure providing periodic financial updates.
Ensures that project income is effectively utilized with information on amounts of the project funds carried forward.
Be a key player in the issues of grants accounting and management to ensure accurate coding of expenses and full compliance with EKHCDC internal and donor requirements.
Occasionally visits project field sites to ensure financial controls and procedures are in place.
Ensures that various donor regulations are complied with in all grant transactions and processes; keep the commissioner informed on all major compliance issues/challenges while taking the necessary corrective steps.
Reviews and give advice on the project proposal/budget preparation in regard to compliance issues for all prospective sources of funding.
Takes part in the program and project performance monitoring, evaluation and reporting in accordance to donor requirements.
Submits on time project grant financial reports and follows up on the project close-out procedures related to financial aspects, asset disposal and release of liability among others.
Prepares and maintain
the Grant Tracking Sheet while ensuring that the same is regularly shared with program and implementing staff as appropriate.
Provides a supervisory role to the commissioner in ensuring the continuity of the project cycle management and adherence to EKHCDC finance management manual.
Play an active role in training and mentoring project finance officers on matters related to acceptable accounting procedures as per project agreement made with each and every partner/donor.
Other duties:
Observes and monitors all internal control issues around grants.
Actively participates in the production of the monthly management accounts.
Take a leading role in ensuring that all grant audit queries are responded to in a timely manner and ensure that any audit recommendations arising from such audits are promptly implemented.
Actively participates in generation and interpretation of monthly/quarterly financial reports and communicate key indicators to the stakeholders.
Reviews payment vouchers and other journals to ensure proper expense coding and documentation.
Generates grant cash flow plans in coordination with program managers.
Plans and implements periodic visits to the field operational areas with purpose to reviewing grant implementation and reporting processes to gain assurance that all donor requirements are being complied with as appropriate and are being implemented using the existing systems.
Implements a capacity development plan for finance staff including field finance staff.
Carry out performance management for project fiancé officers/staffs periodically and documents the same as appropriate.
Carries out additional responsibilities and projects as assigned by the commissioner designee.
Term of Employment: One year with possibility of extension
Job Requirements
Qualifications
BA degree in business, nonprofit financial management or accounting
Five or more years of experience in managing grants and nonprofit finances
Budgeting experience
Demonstrated skill in providing a high level of service to partners,
Proficiency with accounting software, spreadsheets and data management systems
Experience working as part of a team delivering coordinated services
Excellent communication and problem solving skills,
Ability to pay close and accurate attention to details,
Ability to organize and prioritize multiple tasks and,
Commitment to the vision and mission of EKHCDC.
