Job Description

Background

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Civil Society Organization with Certificate № 0321 under Proclamation № 1113/2019.

ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning “an Inclusive Ethiopia” where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

ECDD has planned to provide disability-inclusive awareness training for the staff of a partner organization based on a needs-based(tailored) Disability-inclusive Awareness Manual.

Hence, ECDD seeks to invite a consultancy company or firm with proven expertise in disability inclusion which fulfills the requirement stated below.

Objective of the Consultancy

The purpose of this consultancy assignment is to develop a disability-inclusive awareness training manual that can be used to train staff of a partner organization that has the responsibility to work with the government to promote disability inclusion across national systems and in humanitarian, emergency and fragile contexts and encourage governments to embed accessibility and non-discrimination across all regulations and practices.

Scope of Work

The training manual shall cover topics, including, but not limited to, the disability landscape in Ethiopia (the context, the operating environment, the challenges, and the opportunities), Disability-related Ethiopian legislation, and policies, Systems strengthening for disability inclusion, Disability Etiquette, Collection of Data on Disability, Disability and Sectoral Issues (nutrition, health, education, WASH, child protection, social protection, skills, jobs, etc.), Disability Inclusion in Humanitarian Contexts, Community engagement in disability inclusion, Participation of persons with disabilities and OPDs in programs,

Intersectionality of Gender and Disability, Disability-inclusive Planning, disability-inclusive program designs, Community-based disability-inclusive programming, Children with Disabilities and the need to Disability-inclusive Programming, How to Engage Government Partners to Include Disability in all Sectors, etc.

Functions/key Results Expected

The consultant will be responsible for performing the following activities:

  • Review and understand the national context and magnitude of disability

  • Conduct a literature review of secondary sources related to disability in general and children with disabilities in particular

  • Consolidate information from secondary sources on the necessary areas to develop the training manual based on the Scope of
    Work

  • Based on the consolidated information, develop a contextualized (to the partner organization) training manual on disability inclusion for 3-5 days training manual.

    Duration of the Assignment

    The assignment will be implemented within 25 Calendar Days starting from the signing of a contract document. Payment shall be made upon submission of deliverables as per the following millstones, and approval of ECDD.

    Expected Deliverables

    The key deliverables of the assignment are summarized as follows:

  • An Inception Report including the work plan, methodology of the manual development process, and content of the manual

  • A draft of the training module with 3-5 days of a training manual for comments to ECDD

  • Final training manual incorporating comments and inputs given by ECDD for approval

  • Final training manual in soft and hard copies.

    Job Requirements

    Required Qualification, Skills, and Experience

  • MA/MSC in Social Sciences or LLM in Human Rights Law;

  • Demonstrated knowledge and experience in designing a training manual previously;

  • Strong knowledge and experience in the contextualized disability-inclusive awareness in the Ethiopian context;

  • Strong understanding of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), other international human rights instruments, Federal policies, and laws related to persons with disabilities

  • Excellent written and oral English language communication skills.
