BackgroundThe Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector.
The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.
The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda.
Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.
Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects.

Position Summary:
The Agribusiness Promotion and Policy Expert reports to and supports the Regional ACC and Project Director, driving the ATA regional office efforts to promote agribusiness investments and activities through the ACC, including identification, design and coordination of implementation of critical policy and other regional level interventions to promote agribusiness through ACCs. Specific duties are listed below.
Essential Duties:
Support Regional
Senior ACC director in day-to-day stakeholder and program management, and other areas as required.
Ensure Contract farming activities are well planned and executed.
Ensure regional market linkage is well planned and executed.
Planning and execution of training regarding agribusiness in support of the RBOA.
Ensure standard target-setting, planning, program management and reporting processes and tools are effectively applied across all levels in day-to-day activities
Ensure use of best practice analytical and problem-solving tools and approaches within the region
Provide capacity building and training to National, Regional and local teams
Drive identification, design and coordination of implementation of critical policy and other interventions to promote agri-business through the clusters
Provide content direction and input to other members of the team
Ensure IAIP demands is met with Woreda level production
Provide technical support for Cooperative unions, selected Primary cooperatives and localized service providers for the preparation of their business plans and facilitation of linkages with whole sellers and exporters.
Undertake the documentation of VCA meetings’ outcomes and provide support for the implementation of actions plans developed by the respective VCAs.
Coordinate the establishment and functioning of cluster level Value chain alliance (VCA) with Government bodies and other partners.
Facilitate business and market linkages among private actors including cooperatives and unions to improve the input and market access to targeted households
Work closely with implementing partners and build their capacity in value chains and market systems development related interventions.
Capacity Building of regional counterparts.
Job Requirements
Required Qualifications:
BA/BSc/ Master's Degree in Agribusiness, Business / Management, Operations, Agricultural Economics, Economics or other relevant fields
Minimum of 6 years of relevant professional experience with Master’s degree or 8 years with Bachelor’s degree total experience in supporting planning and implementation of agricultural value chain upgrading and agribusiness development activities, preferably including program management of large-scale agro-processing focused initiatives
In-depth knowledge of agriculture and rural development, in particular:
Ethiopian policies and strategies
Agricultural cluster and corridor implementation initiatives in Ethiopia or abroad
Market-led value chain development and upgrading
Excellent stakeholder management skills including thorough knowledge and understanding of various regional level and federal level institutions; extensive experience in facilitating dialogue with relevant public and private stakeholders
Excellent oral and written communication skills, with highly collaborative working style
Experience in working within multi-cultural teams preferred.
