Position Description EnCompass seeks candidates to lead monitoring, verification, and reporting (MV&R) activities for an anticipated United States Agency for International Development (USAID) evaluation, learning and monitoring initiative (ELMI) for Somalia.
Based in Nairobi, this anticipated 5 year project will provide USAID/Somalia with a central platform for the procurement of support services that will strengthen, support, and facilitate USAID’s capacity for utilizing MEL approaches that will improve development outcomes and strengthen the capacity of USAID/Somalia’s strategic partners. It is also anticipated that this project will seek to improve USAID’s ability to monitor and track the performance of their in-country portfolio, along with the Mission’s ability to collaborate, learn, and adapt (CLA) across this portfolio. The program will also provide support to USAID/Somalia and implementing partners on performance monitoring, data verification, evaluations, organizational learning and capacity building, and knowledge management
The position will be full-time and be based in Nairobi with travel expected across Somalia.
Position Duties and Responsibilities
The MV&R Team Leader to serve as the dedicated Operations Manager of the MV&R. This includes managing the overall MV&R work plan and process; leading the review, preparation, and editing of tools, protocols, and materials; editing final MV&R reports for submission; and presenting findings to USAID.
S/he will have had prior experience designing and/or leading evaluations in Somalia and/or within the region, as well as experience managing a portfolio of simultaneous evaluative activities and management experience ensuring quality of evaluation team members and subcontracting partners.
Essential Functions include:
Manages overall MV&R work-plan and process and problem solves against constraints experienced
Edits final MV&R reports for submission to USAID, ensuring clarity, quality and USAID usability
Leads review, preparation, and editing of tools, protocols, and materials for MV&R activities
Assists the COP in managing and coordinating the MV&R team and ensures that essential functions are in place, such as procurement and contracting, finance and administration, IT support and in-house technical and subject matter expertise
Manages short term technical assistance assignments relevant to the delivery of MV&R deliverables
Assists COP and DCOP with trouble-shooting and problem-solving matters related to field operations including contracting,
payments, third-party monitor (TPM) management, and report production
Develops PowerPoint and ad hoc presentations of monitoring data as requested by USAID
Position Requirements
Qualifications
A graduate degree in the field of evaluation, international development, or related technical field
At least five (5) years of international experience in the management, monitoring, and evaluation of development programs
Excellent English writing, speaking, and presentation skills
Experience and Skills
Experience developing monitoring tools, training, and managing staff in the effective use of these tools
Experience designing and implementing various types of mixed-methods evaluations (impact, performance, meta, etc.), analyses, and assessments required
Significant data analysis skills including command of statistics, sampling methodologies, statistical analysis software, and data validation techniques
Extensive experience drafting and finalizing evaluation reports
Experience applying systems thinking in evaluation design, participatory data collection methods and protocols, and facilitating participatory data validation and analysis exercises
Experience in designing and training on Theory of change / logical frameworks
Experience building evaluative and learning capacities of USAID staff, implementing partners, and government counterparts highly preferred
Experience managing complex relationships with a variety of stakeholders
Strong familiarity with USAID’s Evaluation Policy and CLA practices
Understanding of knowledge management as it relates to USAID programs an asset
Ability to work with host-country governments at different levels
Strong communication, supervision, and management skills required
Familiarity with innovative approaches/methodologies, including virtual data collection techniques and best practices, an asset
Working knowledge of and experience with USG-funded program management, policies, regulations and procedures
Previous work experience in Somalia required
Familiarity with USAID/Somalia Mission is preferred
Superior skills in written and verbal English required
