Embode is looking for a short-term resourceful consultant in Ethiopia to provide logistical, research and local knowledge/interpretation for an international research team

Background

Embode is conducting an assessment in Ethiopia and Indonesia on how social norms and stigma can be drivers of vulnerability to trafficking and barriers to effective recovery and reintegration of victims.

The research has been commissioned by the International Organisation for Migration (IOM) as part of ASPIRE (Assessing Stigma for Prevention, Improved Response and Evidence base) project in Indonesia and Ethiopia. Embode’s research will help inform the design and targeting of the project’s activities.

The objective of the research is to gain knowledge, understanding and awareness of social norms and stigma in order for the ASPIRE project to strengthen prevention activities and improve responses to trafficking and exploitation.

The research will build understanding of how stigma and related social norms can impact on access to and quality of care from service providers in both countries and contribute to maltreatment and isolation for victims within their home communities.

The research will also explore the ways in which norms and stigma, related to gender, race, disability and others, can heighten risk of exploitation and coercion for people, as well as in specific target communities.

In Ethiopia, the research will be conducted in Addis Ababa, Jima as well Arsi Zones, due to being trafficking hotspots and locations of high outward and return migration (based on IOM case data).

The field research will involve a combination of quantitative research (surveys) and qualitative research (interviews, focus group discussions and observations) and target informants will include:

  • Community members: survivors of trafficking and their families – in order to understand how social norms and stigma influence choices and self-esteem.
  • Key influencers: community elders, religious leaders, local authorities, etc – to understand their role and level of influence in communities, knowledge and understanding of the issue of human trafficking and its impact on victims
  • High level stakeholders: provincial government departments as well as local civil society organisations – to access services provided and the role they play in preventing or perpetuating stigma of trafficking survivors.

    Scope of Work

    Embode is looking for dynamic and resourceful Ethiopian national consultant to support the field research in Addis Ababa, Jima and Arsi Zones,.

    It is planned that the field research will be conducted over 8 to 10 days during between November and December 2019.

    The consultancy is estimated to take up approximately 30 days and it is anticipated that most of this work will be conducted between October 2019 – January 2020, though some input will be required up until June 2020.

    The consultant will report to the Lead Researcher with overarching supervision under the Team Leader. The consultant’s specific responsibilities will be to support and facilitate the research by:

    Planning Phase:

    Working with the Research Team (online and by email) to prepare and
    coordinate the research.
    Providing in-country support to organise the logistics, scheduling and preparation of the research. This will consist of:
  • formally communicating with local authorities to request appointments and meetings;
  • organising schedule for research team visits and field work;
  • administrative support (e.g. booking transport and accommodation);
  • handling national research budget for logistics and preparation.
  • Representing Embode’s research team to relevant research informants and target stakeholders by reaching out, requesting consultations and scheduling.
  • Support the team in adapting and finalising the research plan and tools, including translating tools into local languages of Amharic and Oromifa. This will include a piloting of the tools in collaboration with IOM.
  • Rapid desktop review of relevant literature in Amharic and Oromifa and providing key findings back to the Research Team in English.

    Field Research Phase:

  • Conduct research with the Lead Field Researcher (and potentially IOM staff). This will include conducting interviews, consultations, surveys and/or focus group discussions, either together with the Senior Field Researcher or alone.
  • Provide translation and interpretation during research and data gathering phases, as required.
  • Provide important and relevant local knowledge in areas such as local infrastructure (e.g. transportation, government), culture/norms and such conditions.
  • Lead coordination and logistics while in the field, i.e. transport, accommodation.
  • Ensure administrative and financial requirements are maintained in the field work.

    Post Research Analysis and Reporting Phase:

  • Undertake data collation, translation and analysis.
  • Provide any follow up information and data by email and conferencing
  • Attend or participate in any further meetings and workshops, as required.

    Job Requirements

    Required

  • High-level of fluency in English, Amharic and Oromifa, both written and spoken.
  • Extensive knowledge and experience in the field of human trafficking and exploitation; or other relevant field related to social protection.
  • Credible experience and background working in social research, particularly with communities
  • Experience working with and interviewing survivors of trafficking and/or other vulnerable peoples.
  • Capacity to travel and be on the road for up to ten days.
  • Excellent interpersonal skills; able to work with people from diverse backgrounds and maintain good relationships with both internal and external stakeholders.
  • Competent in using digital technology, including using MS programs and online conferencing and communications.
  • Ability to take initiative to deliver results and keep to deadlines.
  • Strong problem-solving skills and ability to think on their feet.
  • Capacity to understand purpose of project and contribute creatively.

    Desirable

  • Graduate qualifications in development studies, human rights, research, social work or other related field.
  • Technical background and experience in the field of development, social research, child protection etc.
  • Experience liaising with national and woreda level government authorities.

    Child Protection Requirements

  • As this position may involve direct interaction with vulnerable children (aged 15-17 years), the consultant will need to fulfil preliminary background and record checks before finalisation of contract, in accordance with Embode’s child protection policy.
