Minimum Qualifications and Working ExperienceA Master’s Degree in Guidance and Counseling or psychology or social work from a recognized University/training Institution.
A Bachelor’s degree in Education plus a Postgraduate Diploma in Guidance and Counseling or Social Work or A Bachelor’s Degree in Guidance and Counseling or Psychology plus a Post Graduate Diploma in Education
Registered with the Ministry of Education and Sports;
At least twelve (12) years working experience, three (3) of which should have been at the level of Assistant Commissioner in the field of Guidance
and Counseling.
Duties and Responsibilities
Coordinate and provide leadership in Guidance and Counseling in the education sector and ensure efficient preparation and delivery of related
programs;
Provide technical support and advice to the Management Team of the Ministry on matters of Guidance and Counseling;
Plan, manage and implement programs of the department and provide the accountability according to planned outputs and targets;
Initiate, formulate, develop and review policies, plans, programs, strategies, standards and guidelines for provision of guidance and
counselling services in the Education Sector;
Monitor and evaluate the implementation of policies, plans and programs for guidance and counseling services in collaboration with relevant
stakeholders;
Liaise with relevant Departments and Agencies to design, develop and implement guidance, counseling and psychosocial support interventions
and preventive programs in education and training institutions;
Perform any other duties as may be assigned by the relevant authority

the Ministry of Education and Sports Headquarters.

Education Service Commission,
P.O.BOX 7196, Kampala not later than 6th September 2019.
The ESC Form 3 (1998) is obtainable from the Education Service Commission Offices 1st floor Farmers’ House, Parliament Avenue Kampala or Ministry of Education and Sports Headquarters or District Service Commission offices &
the Commission Website: www.esc.go.ug.
Applications should bear the title of the post as well as the reference number specified against the vacancy.
Applicants should attach photocopies of Academic Certificates and Transcripts plus three recent passports size photograph Serving Officers should attach appointment and confirmation letters and recent pay slips.
Qualifications from only recognized institutions will be considered.
Serving officers Must route their applications through their Heads of Institutions/Departments, who should be advised of the closing date to avoid
delays.
Applications that are not properly routed will not be considered.
