Job DescriptionProject Description The USAID/Rwanda Feed-the-Future Employment and Entrepreneurship (E&E) Activity will address the problem of insufficient employment opportunities and limited entrepreneurial success for Rwandans which negatively impacts the Rwandan economy and the country’s development goals.
The activity will use a market systems development approach to support agriculture and complementary market segments to add greater value to the economy and increase employment opportunities.
E&E will facilitate capacity development to Rwandans—in particular women, youth, and persons with disabilities—in key technical and soft skills required to participate in a modern workforce (focusing on opportunities surrounding the agricultural economy), and will catalyze new entry and growth of inclusive enterprises.
E&E will use facilitative, demand-driven, private-sector-led approaches to develop economic opportunities at scale.
Position Description
The Chief of Party (COP) serves as the primary point of contact with USAID/Rwanda. The COP provides overall leadership for the project to ensure the achievement of program results.
The COP guides day-to-day implementation and management of the project, and will encourage continuous learning, adaptation, and iteration by the project team and partners.
The COP ultimately has overall responsibility for assuring the objectives of the Activity are successfully met.
The COP supervises the work of all personnel assigned tasks under the Activity; ensures timely, accurate and user-friendly reporting on the progress and status of the project; and ensures USAID-compliance and integrity of operations.
The COP is also responsible for facilitating communication and close coordination with all stakeholders of the Activity.
The candidate for the position of Chief of
Party shall have at a minimum the following qualifications:
Qualifications
Education:
A Master's Degree in a relevant field of study is required. Bachelor's degree in a relevant field of study may be accepted with an additional five years of experience in managing international development activities in employment and entrepreneurship (including youth employment and/or entrepreneurship).
Skills and Experience:
• Minimum of five years of experience (10 years with a bachelor’s degree) in managing international development activities relevant to employment and entrepreneurship (including youth employment and/or entrepreneurship) in the fields of market systems, workforce development, or positive youth development;
• Proven leadership in the administration of similar size international donor support programs with skills in strategic planning, management, supervision, and budgeting.
• Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
• Evidence of strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the project. This includes presenting to USAID, Government, and other stakeholders the vision of the project and its contributions and progress toward more inclusive economic growth and employment.
• Experiencing managing programs using a market systems development (MSD)/markets for the poor (M4P)/market facilitation approach preferred.
• Experience working across the agro-food sector and/or complementary sectors is highly desirable.
• Experience in capacity building strongly desired, including experience in capacity building in the MSD approach is desired.
Language:
Fluency in English is required.
