Org. Setting and Reportingstablished by the Economic and Social Council (ECOSOC) of the United Nations (UN) in 1958 as one of the UN's five regional commissions, ECA's mandate is to promote the economic and social development of its member States, foster intra-regional integration, and promote international cooperation for Africa's development.
Made up of 54 member States, and playing a dual role as a regional arm of the UN and as a key component of the African institutional landscape, ECA is well positioned to make unique contributions to address the Continent’s development challenges.
The strategic objective of ECA is framed around delivering ideas and actions for an empowered, inclusive and transformed Africa in the framework of the 2030 Agenda for Sustainable Development and Agenda 2063 of the African Union through its three core functions, namely, its function as a think tank, its convening function and its operational function.
This post is located in the Information Communication Technology Services Section (ICTSS) of the Publications, Conference and knowledge Management Division (PCKMD) at the Economic Commission for Africa.
Responsibilities
The ICTSS is responsible, inter alia, for providing telecommunications services and support in seven countries i.e. the ECA headquarters in Addis Ababa; its five sub-regional offices (Morocco, Niger, Cameroon, Rwanda and Zambia), and the Institute for Economic Development and Planning (IDEP) in Senegal. The telecommunications services provided include telephone services and related billing using an Ericsson MX-ONE TSW PABX; a satellite network utilizing a 7.3M satellite earth station in Addis Ababa and 3.7M dish VSAT at the sub-regional offices; Microwave connections in Addis Ababa; an HF/VHF radio network; video conferencing over satellite connections to UNHQ, UNLP in Italy and the sub regional offices; Virtual Private Network (VPN) connections over the Internet to sub regional offices to support voice and data communications; facsimile services; and CISCO IP telephony.
Within delegated authority, the incumbent performs the following duties:
Designs, installs tests and commissions various telecommunications systems such as local area networks, metro-area network, or country-wide or regional networks.
Drafts specifications and standards for telecommunications equipment such as hubs, routers, switching systems, etc.
Provides support for the development of technical specifications for procurement of equipment; evaluates vendor proposals, performs tests and recommends selection of telecommunications equipment.
Establishes performance standards for telecommunications equipment and services and recommends corrective measures to improve service quality and operational performance.
Provides planning support for rapid set-up and operations of communications infrastructure from "scratch" at local and wide area levels, including visiting regional sites for technical reconnaissance missions.
Provides engineering services related to planning, implementation and maintenance of local and wide area telecommunications networks. Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison.
Collaborates with HR in the preparation of training modules and other training activities in all aspects of communications technology usage.
Prepares and makes presentations on telecommunications networks and equipment to staff and other UN agencies.
Identifies appropriate standard to procure communications equipment at the least cost and in the most expeditious manner.
Ensures effective coordination with other UN agencies in order to maximize possibilities of inter-agency collaboration in the field of telecommunications. Supervises staff/technicians as required.
Performs other related duties as required.

Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Education
Advanced university degree (Master's degree or equivalent degree) in electronic, technical or communications engineering, technical science, computer technology or related field.
A first level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Certification and training in Project Management and ITIL are both considered added advantages.
Work Experience
A minimum of five years of progressively responsible experience in electronic data transmission, network design, communications or related area is required.
The following experiences are all considered to be added advantages:
Experience in configuration, installation, commissioning, maintenance and repair in accordance with Intelsat SSOG testing procedures for C-Band and Ku-Band 1.8 to &.3 Meter antenna satellite earth station systems, to include various types of Power Amplifiers, Modems, Up/Down Converters, Transceivers, Videoconferencing and other associated equipment;
Hands on experience with PABX systems handling both analog and digital communications;
Knowledge and experience with IP telephony: d) knowledge and experience with Unified Communications systems: and e) knowledge and experience with CISCO switching and routing systems.
Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
