Org. Setting and Reporting

This position is located in the Strategic Planning, Oversight and Results Division (SPORD) of ECA in Addis Ababa, Ethiopia. The Senior Evaluation Officer reports to the Director of Strategic Planning, Oversight and Results Division.

Responsibilities

Within delegated authority, the Chief of Evaluation will be responsible for the following duties:

  • Monitor the implementation of strategic framework and biennial programme of work of the Commission including the preparation of progress reports and programme guidelines;

  • Supervise and coordinate all M&E-related activities, including developing frameworks, surveys, methodologies, best practices and data collection tools for effective monitoring and evaluation of ECA programmes/projects;

  • Design an evaluation plan/mechanism for ECA activities and monitor its implementation;

  • Facilitate the preparation of reports, policy briefs and other necessary documents emanating from evaluation and audit processes and other tasks in the division;

  • Represent ECA and assist the Director of SPORD in all meetings of UN programming bodies to evaluate assigned programmes/projects;

  • Provide guidance and support to programme divisions and subregional offices (SROs) on all programme-related to monitoring and evaluation, and reporting in line with the principles of Results Based Management (RBM);

  • Liaise with the UN Department of Management, OIOS, JIU and other oversight bodies to effectively manage and organize review processes (including the periodic monitoring reports, and programme audits) at the Commission;

  • Oversee the general administration of the Section including preparation of budgets, recruitment of staff, evaluation of staff performance and coaching and mentoring staff for effective delivery of the Section’s work;

  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

  • Performs other duties in support of programme planning and development as well as attending to matters concerning the work of the Commission as may be assigned by the Director of SPORD.

    Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, international relations, public administration, social sciences or related field is required.

  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

  • A minimum of ten years of progressively responsible professional experience in project evaluation, monitoring and reporting is required, coupled with a good experience in programme planning and management.

  • Relevant experience in the United Nations or a similar international organization or an African institution is desirable.

  • A management experience is desirable.

  • A good knowledge of, and experience of Results Based Management (RBM) and its application in programme management is desirable.

  • Experience in data analytics or related area is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in either language is required and knowledge of the other is desirable. Knowledge of another official United Nations language is an advantage.
