This position is located at the United Nations Economic Commission for Africa, Security and Safety Service (SSS). Under the overall command of the Chief of SSS, the Security Lieutenant is required to perform security functions and reports directly to the Security Inspector or supervising officer.
ResponsibilitiesWithin delegated authority the Security Lieutenant will be responsible for the following duties:
Provides leadership to a group of Security Officers in the Tour and Security Squad, Conference Service Unit, Fire and Safety Unit, or any other assigned Unit by:• Organizes and manages the activities and operations of the squad/unit under command;
• Assigning tasks and ensuring the enforcement of security and safety measures and precautions;
• Giving daily wok instructions to the Squad/Unit Security Officers and Sergeants;
• Organizing the Squad's/Units activities in emergency situations;
• Patrolling the compound as a routine spot check to detect any unlawful or unsafe activity including unauthorized parking, suspicious behaviour, fire hazard, etc;
• Making frequent inspection of security posts to ensure that duties are properly executed.
• Facilitating and supervising investigative and protective services covering evaluation of complaints, determining the best course of action assigned investigators should take;
• Following up and reviewing reports supervising arrangements for special security coverage for conferences, meetings and other events including controlling the issuance of badges and other conference security logistics as well as providing delegates and visitors with necessary information;
• Organizing and providing person protection and escorts to the Executive Secretary and other dignitaries on visits; including overseeing the implementation of special patrol route and movement to ensure their safety and protection;
• Organizing comprehensive fire and general safety programme including preventive and protective measures covering emergency fire drill exercises and building evacuation plan;
• Liaising with the Addis Ababa City Fire Services and other emergency services agencies in case of fire and other emergency situations;
• Organizing and providing emergency First Aid assistance;
• Maintaining records, files and register on actions and activities.
Assists in the co-ordination of the activities of the Squad/Unit with the Chief by:• Reviewing work schedules and post coverage and
propose changes as may be required;
• Preparing daily reports on events and cases under investigation;
• Preparing and presenting periodic reports on cases which have been investigated;
• Evaluating the work performance of Security Officers under supervision;
• Checking and controlling the leave plan of the Squad/Unit;
• Preparing and submitting, overtime, attendance and leave records to the Office of the Chief.
Performs other specific security and administrative duties by:• Responding to general questions concerning security and safety service;
• Making recommendations on the planning and improvement of the security and safety work;
• Taking responsibility for equipment assigned to the Squad/ Unit including supervising the inventory process and control of property;
• Participating in the training of Security Officers;
• Liaising with local law enforcement officers on security and safety incidents.
• Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assists with visualizations and updating information material such as web pages or brochures.
• Perform all other assigned duties.
CompetenciesProfessionalism: Knowledge of United Nations Security policies, procedures and practices. Demonstrated sound judgment in applying United Nations Security policies, procedures and practices and in applying technical expertise to resolve a range of protection issues/problems.
Communication: Speaks and writes clearly and effectively. Listens to others, correctly interprets messages from others and responds appropriately. Asks questions to clarify, and exhibits interest in having two-way communication. Tailors language, tone, style and format to match the audience.
Planning & Organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.
Education
High school diploma or equivalent with specialized security, police or military training is required.
Work Experience
At least seven (7) years of progressive responsible experience in security work in the military or police establishment with at least 3 years at supervisory level is required.
Practical experience in UN security service operation combined with ability to detect security and safety threats is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
