Org. Setting and Reporting

  • The mission is guided by ECA’s five new strategic directions which are: advancing ECA’s position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent’s problems and take local solution to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa’s position at the global level and developing regional responses as a contribution to global governance issues.

  • The positions located in the African Centre for Statistics.

  • The Programme Management Officer reports to the Director of the African Centre for Statistics.

    Responsibilities

    Within delegated authority, the Programme Management Officer will be responsible for the following duties:

    •Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions

    •Undertakes technical and advisory mission to support member States to develop National Digital Transformation Strategies including the implementation of digital ID, trade and economy initiatives

    •Liaises with programme funders and partners in close collaboration with the Strategic Planning Oversight and Results Division (SPORD) and the Resource Mobilization Section of the Commission, in the continued management of the various programmes and projects within the division and provide substantive information on the same.

    • Provides substantive support in building synergy between the work of the African Centre for Statistics and the Digital Centre

    •Researches, analyzes and presents information gathered from diverse sources

    •Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies

    •Undertakes survey initiatives; designs data modern collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions

    •Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

    •Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

    •Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities

    •Participates in or lead field missions, including provision of guidance to external consultants, government
    officials and other parties and drafting mission summaries, etc.

    •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.)

    •Performs other duties as required

    Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required.

  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

  • Technical experience in digital transformation design and implementation in the public sector and international organizations is desirable.

    Languages

  • Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable.

  • Knowledge of another UN official language is an advantage.
