The Publications, Conference and Knowledge Management Division is headed by a Director and reports to the Deputy Executive Secretary (Programme Support). It is divided into three main sections: Publications and Conference Management; Information and Communications Technology Services; and Knowledge Management Services.

This position is located in the Information Communications Technology Services Section (ICTSS) of the Publications, Conference and Knowledge Management Division (PCKMD), with the Economic Commission for Africa (ECA) in Addis Ababa, Ethiopia. The Information Systems Officer reports directly to the Chief of Section:

Responsibilities

Within limits of delegated authority, the Information Systems Officer would be responsible for the following duties:

Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.

Provides expert advice on complex systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures.

Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service.

Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.

Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.

Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed and control and security mechanisms are established.

Develops, implements and monitors information standards and guidelines, including testing paradigms.

Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations.

Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports.

Facilitates communications between ICTSS and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between

the client and ICTSS, for either specific IT services or general technology support, including any charge back mechanisms.

Participates in planning and preparation of the budget, work program and spending plan.

Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field.

A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Job - Specific Qualification

Relevant industry certifications such as Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE) for network engineering proficiency is required.

Certifications in PRINCE II or PMP, and ITIL V3 or V4 is required.

VMware Certified Professional (VCP) for expertise in virtualization is desirable.

Microsoft Certified Azure Solutions Architect Expert for demonstrating capabilities in Azure infrastructure solutions is desirable.

Certifications in Splunk for expertise in monitoring and operational intelligence, is desirable.

Certification in Information Systems Security Professional (CISSP) from ISC² for advanced cybersecurity skills is required.

CompTIA Security+ for foundational IT security knowledge is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required Management of VMWare-based data centers, SAN storage solutions, and advanced HVAC systems to ensure optimal operational environments is desirable.

Proficiency in configuring and managing Cisco-based networking architectures, along with experience in deploying high-density Wi-Fi services in large venues, to support robust and scalable network infrastructures is desirable.

Familiarity with Cisco Telepresence-based video conferencing and enterprise desktop management using Microsoft SCCM/SCOM is desirable.

Significant cybersecurity experience, underscoring the ability to protect and secure information assets against evolving threats is desirable.

Strong experience with cloud services such as AWS, Azure, or Google Cloud Platform and Microsoft Office 365 suite management indicating advanced cloud computing skills and the ability to leverage cloud-based solutions effectively is desirable.

Experience using Splunk or equivalent monitoring tools for operational intelligence, providing insights into system performance and security is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.
