Economic Commission for Africa Associate Programme Management Officer Jobs in Ethiopia; The Associate Programme Officer will report to the Chief, Quality Assurance, Risk Management and Compliance Section. The Quality Assurance, Risk Management, and Compliance Section aims to enhance the effectiveness, accountability, and integrity of ECA’s flagship publications, statutory meetings, programs, and operations. It ensures that flagship publications and statutory meetings adhere to the highest standards of quality, while programs and projects are managed with comprehensive risk management strategies. It also ensures that all programmatic and operational activities comply with UN and ECA requirements.

Responsibilities

Within delegated authority, the Associate Programme Management Officer will be responsible for the following duties:

• Supports aspects of programmes, operations and other activities, including collecting, analyzing and presenting statistical data and other information gathered from diverse sources.

• Provides substantive support for the development and implementation of quality assurance tools and frameworks, including quality assurance standards, procedures, and frameworks, helping to ensure that all publications, events, and project proposals meet established standards.

• the review and analysis of emerging development issues, and facilitate peer review of ECA’s knowledge products and services.

• Supports the development and implementation of risk management plans, registers and policies and compliance procedures to ensure adherence to relevant UN policies, regulations, and internal ECA guidelines.

• Assists in performing consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications that relate to Africa

• Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.

• Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. • Participates in field missions, including provision of substantive and administrative support, data collection, etc.

• Coordinates activities related to Annual Business Plan and budget funding (programme /project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports ( Accountability and Programme Performance Reports, work programme, programme budget, etc.).

• Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

• Performs other duties as required. Work implies frequent interaction with the following: Counterparts, officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies. Quality Assurance Result: Contributed to ensuring all publications, events, and project proposals consistently meet established quality standards by supporting the implementation of quality assurance tools and frameworks and facilitating timely internal and external peer reviews.

Risk Management and Compliance Result: Enhanced the effectiveness of risk management processes by assisting in the identification, assessment, and mitigation of risks, ensuring ECA operations and programs align
with relevant UN policies, regulations, and internal guidelines. Administration, Planning, Budget, and Reporting Result: Supported the efficient development, execution and reporting of the Annual Business Plan and budget processes, ensuring timely submission of accurate progress reports, financial statements, and documentation, contributing to improved program performance tracking and accountability.

    Education


    Advanced university degree (Master's degree or equivalent) in business administration, management, economics, environment studies, sustainable development, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in place of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

    Work Experience

  • A minimum of two years of progressively responsible experience in project/programme management, administration, or a related area are required.

  • Experience in data analytics or related areas is desirable.

    Languages

  • Fluency in one of the working languages of the UN Secretariat, English or French (both oral and written), is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
