Job Summary

The Country Director (CD) is a senior position at country level and reports directly to the Country Advisory Board.

Besides leading the Senior Management Team (SMT), the Country Director will have overall responsibility for the implementation of the Country Strategy which includes but is not limited to: talent management, strategic management, programme growth and sustainability, resource mobilization and management as well as day to day running of the Kenya Country Office.

This position is based in Nairobi, Kenya, with occasional travels within accounting to 15% of the time. The incumbent will be expected to work in liaison with other Country Directors within the regions in which ENA operates.

Key Tasks, Duties and Responsibilities

The Country Director is responsible for

Governance

  • Provide overall leadership to ensure effective governance of the Kenya Country Office in accordance with ENA policies and procedures

  • Ensure compliance with local laws and regulations, as well as ENA’s policies and procedures

  • Ensure that the Country Advisory Board is properly constituted, and its meetings are held in accordance with ENA’s governance procedures

  • Ensure effective communication with the Country Advisory Board and provide them with timely and accurate information to enable them to fulfill their responsibilities effectively

  • Ensure effective communication with ENA’s Management and Board, providing them with timely and accurate information on the Kenya Country Office’s activities, achievements, and challenges

  • Develop and maintain effective relationships with government, donors, partners, and other stakeholders to promote the interests of ENA and its beneficiaries

    Strategic Management

  • Lead the development, implementation and periodic review of the Kenya Country strategy, ensuring it is aligned to ENA’s Theory of Change and national and regional Strategic direction and priority thematic areas covering positioning women in political spaces, community resilience and livelihoods, peace and conflict resolution, girls excel and financial inclusion

  • Spearhead the development of the Country’s Annual Plans and Budgets in accordance with Country Strategy

  • Inculcate a culture of learning and innovation across the institution

  • Identify, manage, mitigate and mainstream risks.

    Programme Development

  • Provide guidance to Heads of Programme Centers to design programmes within the priority thematic areas

  • Ensure quality output of the Kenya Country Programme by maintaining oversight on programme activities and promote positive donor relations

  • Develop partnerships with other national and international organisations to coalesce around strategic issues of common interest and leverage opportunities for resource mobilisation and deepening impact to young women, women with disabilities and women from marginalized communities in Kenya

  • Ensure compliance to internal processes such as annual planning, mid-term reviews, annual reporting, strategic planning and reviewing and other institution-wide initiatives through the effective leadership and coordination with country teams and regional management teams

  • Oversee identification of potential local implementing partners and spearhead capacity building interventions for new and existing partners

  • Facilitate training and capacity building initiatives for staff and implementing partners to ensure quality programme outputs

    Leadership

  • Provide proper supervision and management for Staff

  • Ensure the proper implementation of ENA’s performance management system, staff career development and succession planning

  • The CD will oversee staffing levels, composition and capacities within the Country Office

    Resource Mobilization

  • Develop, implement and monitor the country specific resource mobilization and fundraising strategy

  • Lead in fundraising efforts for the country and ensure targeted fundraising from institutional, private and corporate donors

  • Keep abreast with socio-economic-technological-environmental-legal and political trends within Kenya to inform program changes and maintain a responsive institution

  • Identify, establish and maintain mutually beneficial relationships and networks needed to maintain a healthy and growing institution

    Operational Management

  • As a member of Regional Management Team (RMT), participate in RMT Team meetings providing country updates and support the advancement of ENA’s regional strategy

  • Ensure compliance of programme expenditure as per donor guidelines and ENA’s policies and control procedures

  • Ensure overall security of
    staff and assets of the Country Office through Security Management Plans, regular security updates in place and orientation of teams and visitors to the Kenya country programme as appropriate

  • Work with the Head of Financial Resources Management in the annual statutory audit and other donor and statutory compliance

  • Perform a periodic review of accounts for accuracy and adherence to policies

  • Oversee implementation of human resource policies and procedures and human resource planning activities in the Country Office

    Authority/decision Making

  • The CD is a senior ENA representative and as such is responsible for problem solving at a variety of levels. The CD will be expected to closely liaise with the Head of Financial Resource Management in authorizing and signing for any Country Office expenditure.

  • The CD will be in a position where she/he will be expected to make important decisions under general policies and procedures which may have broad impact on the normal operations of the organization. Independent action is required, although prudence dictates that such intended actions should be checked with other members of the organization to consistently enhance cohesion in the institution.

  • The CD will represent and manage in country relations with relevant government ministries, media as well as local and international organizations. He/she will represent ENA in high profile conferences, workshops and other relevant forums to build organizational profile and ensure profiling of women’s issues in the country and within the region.

    The CD is the face of the institution and is responsible for representing ENA in the media. At all times the communication policy of ENA must be strictly adhered to.

    Qualifications Academic:

  • Masters degree in Development Studies, Strategic Management, Transformational Change, Social Sciences or any other relevant field

  • PhD in Strategic Management or Social Development is an added advantage

    Professional:

  • Strategic Leadership, political savvy.

  • Relevant professional qualification to their particular profession eg if the CEO is an Accountant by profession, s/he should be a qualified CPA-K or ACCA and be in good standing.

    Experience

  • 15 years’ experience running social and financial initiatives in development institutions as a senior manager

  • At least 7-10 years’ experience in managing a country office in a national, regional or international organization is an added advantage

  • Proven skills in fundraising

  • Demonstrable experience in strategic planning, programme development and management of complex, multi-stakeholder interventions

  • Demonstrable experience in establishing networks with governments, private and public sector entities as well as development agencies. Be a member of international bodies

  • Commitment and ability to foster and support capacity building in own staff and of national partners, including experience of managing teams across different sites

  • Fluent written and spoken English and the ability to write clear reports for a wide range of audiences

  • Strong interpersonal skills with the ability to influence, communicate and negotiate with a wide range of people and organisations at all levels with tact, diplomacy and sensitivity to cultural differences

  • Numeracy and ability to prepare and monitor budgets and accounts

  • Ability to undertake necessary travel in country
