EAEP Gender Consultant Vacancy in Kenya
Power Africa East Africa Energy Program (EAEP) activities focus on expanding affordable and reliable electricity services in East Africa, with the ultimate goal of supporting development priorities, including inclusive economic growth, security, and improvements in health and education outcomes.
These activities are being implemented in ten countries: Burundi, the Democratic Republic of the Congo (DRC), Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Tanzania, and Uganda, with the aim being to address critical opportunities across the Program’s four major objectives:
optimized power supply;
increased grid-based power connections;
strengthened utilities and other power sector entities; and
increased regional power trade.
One of Power Africa East Africa Energy Program’s focus under the gender component is to support partner institutions enhance gender balance of staff at all levels, including management, and to consider the gender balance in promotions and retention.
Additionally, incorporate gender skills in recruitment terms of reference, and other organizational human resources practices.
To deliver this, Power Africa East Africa Energy Program is supporting the power entities in Kenya, to revise and/or develop organizational policies and practices that have adequate capacity to address gender, the practices herein being referred to are those in the Best Practices Framework, developed by USAID.
This process will be guided by a coaching model that will be developed as part of the deliverables of this consultancy.
The goal of this consultancy is to provide gender coaching to the Ministry of Energy Kenya and four energy institutions’, who will be represented by their human resources staff and gender focal
points.
The coaching process will identify organizational strategies, policies, procedures and practices that when developed, revised, adopted, improved and implemented, will enable the organizations to advance gender equity in both the short and long term.
Power Africa East Africa Energy Program seeks to engage a gender consultant who will work with the programs’ Gender Advisor, to develop the coaching model that will guide the process through which the entities will adopt Human Resources Best Practices.
In addition, the consultant is expected to lead in the development of the KETRACO Gender Policy.
The Gender Policy shall establish a clear vision and commitments that KETRACO will apply to guide the process of gender integration and women empowerment. This will influence policies, procedures and practices which will accelerate the achievement of gender equality and non-discrimination.
The consultant will be expected to perform the following tasks;
Task 1: Designing and developing the coaching Model – 60 days spread over 7 months
Support the development of the coaching model.
Support content material development – this includes looking at information needed at each
stage and how to source it.
Support the delivery of coaching sessions whenever necessary.
Provide a brief monthly feedback / lessons learned report outlining progress and suggested changes to intervention, content and timeline, and any suggestions for other coaching needs that the consultant or clients identifies.
Support in developing the process of offering coaching alongside Power Africa East Africa Energy Program gender team will include but not be limited to;
Support the delivery of coaching sessions with the entities.
Provide a brief monthly feedback / lessons learned report outlining progress and suggested changes to intervention content and timeline, and any suggestions for other coaching needs that the consultant or the client identifies.
Document any progress by the utilities in updating or modifying their practices or policies as a result of the coaching.
Task 2: Developing the KETRACO Gender Policy – 20 days spread over 3 months
To develop a gender policy for KETRACO that meets the below objectives:
Improves the effectiveness of KETRACO’s programs in enhancing gender inclusion through gender integration and gender equitable implementation.
Builds staff gender competencies in addressing gender gaps internally and in relating with external players.
Adapts organizational policies, procedures and systems to support gender integration in programs and promote a gender equitable working environment.
Builds and shares knowledge on gender and energy in order to advance knowledge, practice and advocacy in gender and energy
Developing the gender policy for KETRCAO will entail;
Drafting the policy.
Consulting with appropriate stakeholders at KETRACO – Staff and management Committee members’ inputs/suggestions.
Finalize / approve policy.
Advise on relevant procedures that will be required to operationalize the policy.
This activity is open to individual consultants only. It will be conducted off site by an expatriate, there will be no travel or physical meetings required. The period of performance for this engagement is 7 months beginning in September 2020 and ending in March 2021. All work must be scheduled to be completed within this timeframe. Any modifications or extensions shall be
requested through RTI’s and the consultant, for review and discussion.
