Responsibilities include:
Procurement
The DCOP – Operations and Finance is responsible for managing the Procurement Director, who oversees the fast-paced procurement processes and manages the national procurement staff.
S/he will supervise the Procurement Director who implements the necessary procurement processes to ensure the timely and compliant purchase and delivery of supplies and equipment and subcontracts called for under the hundreds of individual program activities to be implemented under PCEP.
Logistics
The DCOP – Operations and Finance will supervise the Logistics Director, who oversees movement of goods; travel and transport; assets management; stock; office management; and fleet.
Finance
The DCOP – Operations and Finance will supervise the Finance Director, who provides leadership and supervises the daily financial operations of the contract including cash flow management, payroll, reporting to USAID on financial aspects of the project, and daily monitoring of obligations, budgets and expenditures.
Work closely with the Chief of Party on forecasting project burn rates, developing financial management tools; oversee the submission of accurate and timely DT Global Corporate financial reports; report to the Chief of Party and Home Office any inconsistencies or problems with field accounts; recommend corrective actions as necessary.
Human Resources
Oversee the Human Resources
Director, who ensures up to date DT Global’s human resources policies and procedures manual; locally employed host country national contracts; time sheets; international staff visas; required documentation for DT Global to legally operate in South Sudan.
Required Qualifications and experience
A Bachelor’s degree in international development, economics, business, finance, logistics, or other relevant field required.
Ten (10) years of progressively more responsible work experience managing financial and operational components of development programs.
Experience in contracting, human resources, administration, finance, and logistics.
Experience working in Africa and post-conflict countries is preferable.
Significant work experience in the design and implementation of office policies and procedures.
Experience in preparation and execution of construction Request for Proposals and contracts an asset.
Fluency in English required.
Position Core competencies and skills:
Extensive knowledge of USAID rules and regulations and USAID contractor requirements in administrative, finance, and operational functional areas.
Experience in financial management, including budgeting, tracking, reporting, accounting, and procurement.
Knowledge of human resource and administration management systems.
Demonstrated leadership skills and prior experience mentoring, supervising, and building the capacity of a diverse host country national staff.
Strong leader with experience in relationship-building, and team building including the ability to manage downwards.
Demonstrated ability to make timely executive decisions.
Detail-oriented person, able to manage and lead the day-to-day details of operations, without disempowering other staff.
Excellent communication skills required to explain complex processes to a diverse group of stakeholders.
Familiarity with information technology (IT) office applications.
Supervision: The DCOP - Operations and Finance will report to the Chief of Party of the PCEP program.
