Overall Objective

  • The purpose of this evaluation is to provide an independent assessment of the project by identifying the extent to which the project results were achieved.

  • This will be based on an examination of the project’s Logical Framework and Theory of Change.

  • This exercise will also seek to understand the impact(s) of mid-implementation adaptations and amendments to the project’s expected outcomes.

  • Further the evaluation will focus on identifying relevant lessons learned to inform design and implementation of future interventions and projects.

    The specific objectives of the evaluation are:

  • Identify and describe the extent to which the outcomes were achieved (expected and unexpected) from the project implementation.

  • Establish the contribution (causal link which is either direct or indirect) of the project to the realized results/outcomes.

  • Assess the significance and potential sustainability of the identified achieved outcomes.

  • Identify good practices and lessons learnt related to the project operational contexts, actors engaged, strategies applied during the implementation and changes observed.

  • Draw an inference.

    These specific objectives of the end term evaluation will be informed by the OECD-DAC evaluation criteria(2) to respond to the following:

    Appropriateness:

  • Do the interventions’ objectives respond to the identified needs?

  • Is the chosen intervention strategy (ies) appropriate to achieve the objectives?

  • Is the intervention appropriate from the beneficiaries’ perspective?

    Effectiveness:

  • To what extent have the objectives been achieved?

  • What were the main enabling and challenging factors at community (awareness), and BMU level for achievement or under-achievement of objectives?

  • How did the project respond to the identified challenges?

  • What can be (or could have been) done to make the intervention more effective?

  • To what extent do the activities reach the target population?

  • Are there any factors that hinder access for the target population to accessing the interventions, including the apprenticeship program and access to justice for victims of VaWG?

    Efficiency

  • How cost-efficient is the program, in terms of the qualitative and quantitative outputs achieved?

    Methodology

  • The evaluation will incorporate participatory, reflection and learning approaches while applying both quantitative and qualitative data collection methods.

  • Key methods will be face to face interviews, focus group discussions and key informant interviews with sample groups and individuals from the target group and project stakeholders.

  • The consultant team may suggest other groups to be interviewed based on information needs. Research tools, such as questionnaires, FGD guides shall be carefully designed and be discussed with DSW.

    Tasks and Deliverables

  • An inception report detailing the evaluation methodology, work plan/schedule and draft data collection tools.

  • Submission and discussions of Draft Evaluation Report

  • Working Session materials: List of participants, interviewees.

  • Final Evaluation report.

  • Most Significant Change Stories.

  • Other documents/materials such as raw data files, quantitative data files, transcripts of FGDs, photographs taken.

    Supporting Documents

    DSW will provide supporting documents related to the program design, which will include:

  • Logical framework

  • Project concept Note

  • Implementation reports

  • Any other relevant documents and reports

  • List of partners and project stakeholders.

    Skills and Experience

  • DSW seeks to engage a consultant with vast knowledge on programing for Violence against women and girls, Sexual and reproductive Health rights and gender.

  • The consultant is expected to have the following skills and experience

  • A Bachelor’s degree in monitoring and evaluation, Economics, Statistics, social sciences or any other relevant field.

  • Demonstrable previous experience in conducting end of project evaluations using participatory approaches.

  • Proven at least 7 years of experience of conducting research studies on VAGW, SRHR and Gender.

  • Theoretical and practical knowledge of qualitative and quantitative research tool development and data collection methods (including focus group discussions)

  • Experience in conducting studies in fishing communities, especially in Kenya will be an added advantage

  • Excellent written and verbal communication skills in English

  • Hands on experience in implementing SGBV & SRH programmes will be an added advantage

    Your application should include the following:

  • A detailed resume highlighting the work that the Consultant has undertaken, which is relevant to this assignment and supported by recommendation letter for similar tasks;

  • Minimum of two (2) samples of reports developed by the Consultant addressing similar issues;

  • A detailed work plan and timeframe, which must be costed (in the local currency) at each stage;

  • A brief outline of the proposed methodology the Consultant will use to guide the process explaining in detail the methodology and tools to be used in carrying out the assignment.

  • Technical Proposal: Brief explanation about the Consultant’s professional background with particular emphasis on previous experience in this kind of work; methodology, the task to be accomplished as well as end line analysis framework and plan.

  • Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees, training costs, accommodation; transport cost; stationeries, and supplies needed for training and administrative costs related to the participants during the exercise.
