Terms of Reference for Survey

WOFAK in partnership with DSW through the support of European Union have implemented a three-year project that seeks to contribute to improve the nutrition status of women and children, in line with the European Union’s Action Plan that aims at reducing the number of stunted children by more than 70 million and reducing and maintaining wasting among children under five to less than 5%.

We are seeking services of a qualified and experienced consultant to a Maternal, Infant and Young Children (MIYCN) nutrition, knowledge, attitude and practice (KAP) end line survey in Homa Bay county.

The survey will inform the County Government and other stakeholders of the progress made so far for the last three years.

Location:

  • Homa Bay County, Kenya

    Duration and Period of Survey:

    1st April – 30th May 2019 (this includes desk review, enumerators training, data collection, support to data entry/analysis, report writing and dissemination (preliminary results – county and national (NITWG)).

    The consultant shall report directly to the Program Coordinator.

    S/he will also liaise closely with M & E coordinator, Field Coordinators and Homa Bay County Nutrition Coordinator.

    The specific objectives of the consultancy are:

  • Assess the MIYCN knowledge, attitude and practices among the caregivers.
  • Document cultural and traditional practices that enhances or undermines appropriate maternal infant and young children nutrition and health practices.
  • Determine and recommend effective channels for behavior change communications
  • Establish the infant feeding practices of children below 2 years.
  • Determine the micronutrient supplementation and food fortification
  • Determine the current iron folate supplementation status of pregnant women.
  • Determine the maternal dietary diversity, ANC Coverage and PNC Coverage.
  • Recommend interventions based on the key gaps identified

    The consultant will be expected to undertake the following tasks;
  • Design the survey methodology, and develop comprehensive tools for data collection according to the national MIYCN KAP survey guidelines and present it to the county health management team and nutrition information working group.
  • Train data collectors and meet with various stakeholders at sub-county and County level.
  • Organize adequate supervision and coordination of the survey teams in the field.
  • Presentation of preliminary findings to the Project team, County Health Management Team and Nutrition information working group.
  • Prepare and submit final survey report and the data sets to WOFAK/DSW in soft and hard copy.

    Expected Output:
  • Comprehensive survey report with practical recommendations
    in addressing the situation in the counties.
  • The cleaned version of the raw data used to calculate the survey results.

    Skills and Experience:
  • Post-graduate degree in Nutrition, Public Health or related disciplines.
  • More than 10 years’ experiences especially last five years on nutrition survey implementation.
  • Cross cultural awareness and sensitivity to cultural differences and awareness of gender issues.
  • Excellent written and spoken English and ability to draft high quality reports

    Work plan and submission

    The assignment is expected to start by 10th April 2019, the first draft report findings to be shared and discussed with staff by 15th May 2019 and the final report submitted by 28th May 2019.

  • Minimum of two (2) samples of reports developed by the Consultant addressing similar issues;
  • A detailed work plan and timeframe which must be costed (in the local currency) at each stage;
  • A brief outline of the methodology the Consultant will use to guide the process; explaining in detail the methodology and tools to be used in carrying out the assignment.
  • Technical Proposal: Brief explanation about the Consultant with particular emphasis on the previous experience in this kind of work; profile of the Consultant, methodology, the task to be accomplished as well as base line analysis framework and plan.
  • Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees, training costs, accommodation; transport cost; stationeries, and supplies needed for training and administrative costs related to the participants during the exercise.
